Ítem Acuerdos de La Habana : ¿un acuerdo de Estado?(Universidad EAFIT, 2018) Montoya Gaviria, Juan David; Maya Salazar, Adolfo LeónThe Final Agreement for the Termination of the Conflict and the Construction of a Stable and Lasting Peace, signed on September 26, 2016 in Cartagena, expression of the negotiations between the Colombian State and the Revolutionary Armed Forces of Colombia-People's Army (FARC- EP), constitutes a historical process of great national and international relevance. The result of the plebiscite, a mechanism chosen by the Government to approve or deny the Havana Accords, was adverse. However, the legal and political process continued. Opponents to the agreement expressed in various scenarios that this was not legitimate, while members of the Government, negotiators and actors of the national and international community made efforts to comply with the agreement. This text proposes as a main thesis that the Havana Agreements are a matter of State and not just a matter of government, setting the focus on item 2 of the final document and, in particular, regarding political participation and tools that allow expanding it significantly.Ítem Análisis de la influencia del pensamiento político de John Locke en el desarrollo del pensamiento económico liberal de Adam Smith(Universidad EAFIT, 2020) Caballero Sáez, Alejandro; Ramírez Gómez, Mauricio AndrésÍtem Calidad en el servicio público: la comunidad, razón de ser del Estado(Universidad EAFIT, 1992) Espinal Castrillón, José; Universidad EAFITÍtem La capacidad coercitiva del Estado central y la presencia violenta de actores armados no estatales(Universidad EAFIT, 2020) Herrera Jaramillo, Juan David; Mustafá Silva, Nayua; Fortou Reyes, José AntonioThis article addresses the effect of the central State’s coercive capacity in the presence of non-state armed actors in Antioquia. To do this, we selected and classified 89 municipalities into nine groups according to their coercive capacity, from lowest to highest, then we crossed them with the variable of violent presence of non-state armed actors from 2012 to 2017. The results coincide with the theoretical postulates of authors such as Tilly (1977), Hendrix (2015) and Sepp (2005), according to which the weakness of a State, in its repressive dimension, can become an opportunity for contenders to challenge its alleged monopoly of legitimate physical violence. And likewise, its strength becomes a deterrent. In this sense, the empirical evidence shows that the Antioquia municipalities with the greatest coercive capacity have, on average, fewer acts of violent presence by non-state armed actors.Ítem Ciencia útil en los ilustrados del Nuevo Reino de Granada (desde la llegada de Mutis hasta el Semanario del Nuevo Reyno de Granada)(Universidad EAFIT, 2019-07-31) Loaiza Cano, Gilberto; Universidad del ValleÍtem Colombia y Guatemala: paralelos de una violencia sin tregua, de memorias que comienzan.(2012-12-01) M. Here, due to the presence of various armed actors, a particular relationship has developed between state institutions and civil society that has lasted until the present day, in what could be called the post-conflict stage. This paper seeks to explore this relationship and to give an account of one of the reconciliation experiences that have taken place in the territory and that has managed to meet needs that should initially be satisfied by the State through community work. For this purpose, it will approach the historical situation of the State in Villahermosa through the analysis of the natural catastrophe that occurred in 1987 and the consultation of bibliography on the State in Colombia; in addition, it will account for the experience of the Camposanto Corporation in Villatina through two interviews carried out with reinserted members of the AUC. The above in order, first, to understand the construction of the State in the country, which is far from the European experience and theory on the State and, second, to show citizen processes that can serve as references to solve public problems and to go through the current situation of disarmament and reinsertion of the FARCÍtem Evaluación de la percepción de los actores de la cuádruple hélice sobre la relevancia del marco institucional en el funcionamiento de un Sistema de Innovación Regional (SRI) a partir de un análisis de redes.(Universidad EAFIT, 2018) Durán Hernández, Juan David; Ortega Álvarez, Ana María; Giraldo Hernández, Gina MaríaOne of the competitive advantages of companies and nations is achieved through the processes of innovation and the results that materialize in products and services (Porter, 1990) -- The Oslo Manual (OECD, 2005) defines innovation as “The improvements of a product, process, marketing or an organization, through the generation and implementation of significant and / or radical changes” -- Likewise, innovation is a process carried out jointly by various actors from different disciplines, who generate knowledge by exchanging their ideas and experiences (Asheim and Coenen, 2005) -- Taking into account the above statements, we recognize the need to study innovation processes as systems, in which there are multiple actors that interact with each other, recognizing in the literature sectorial, technological, national and regional innovation systems (Asheim, Smith and Oughton, 2011) -- This work focuses on regional innovation systems (RIS) analyzing the interaction of the actors of the quadruple helix: civil society, State, Academia and industry (Cavallini, Friedl, Soldi and Volpe, 2016) -- The interaction between the different actors of the RIS that was studied will be analyzed from the neo-institutional perspective defined by North (1989), which establishes the need for formal and informal institutions to determine the terms of interaction between the actors, with the objective of increasing economic development by reducing uncertainty and increasing trust among the actors participating in the exchange -- In Colombia, it has been defined that one of the axes for economic development is innovation (MinTIC, 2014), and there is currently a regional innovation system (RIS) developed in the Aburrá valley (Ruta N, 2016) -- By studying the perception of RIS actors in this region about the importance of formal and informal institutions for the success of the innovation system, policy developers in the country can be supported to focus resources on success of the system and the economic development of the region -- This work uses the information of surveys taken during the development of the research The role of institutions in a regional innovation system and their impact on the innovationÍtem The formation and training of political cadres for the management of the State in Argentina(Universidad EAFIT, 2019-08-03) Guardamagna, Melina; Universidad Nacional de Cuyo-ArgentinaÍtem Gobernanza local y paradiplomacia en municipios con fronteras marítimas en Colombia : el análisis de San Andrés y Juradó(Universidad EAFIT, 2021) Roca Hudgson, Shanelle Kay; Moreno Mosquera, Juan Manuel; Ramos Villa, María EugeniaÍtem Institutional Linkages and Civil Wars in the 19th Century Colombia(Universidad EAFIT, 2014-11-26) Alonso Espinal, Manuel Alberto; Universidad de AntioquiaÍtem Los mil ojos del Titán mirando a la sociedad(Universidad EAFIT, 2020-08-01) Gómez V., Octavio; ColaboradorÍtem Multitud y poder: una aproximación naturalista al Tratado político de Spinoza(Universidad EAFIT, 2018-03-23) Pizarro Suescum, José Pedro; Universidad de Sevilla
