To achieve this, various documentary sources were analyzed, allowing for a deeper understanding of concepts such as territory, traditions, and the connection with nature in this Colombian context. Subsequently, interviews were conducted with members and founders of Herencia de Timbiquí, originally from the Pacific, which enabled a closer look at the lived experiences and artistic processes of the group. As a result, the study led to a comprehensive understanding of Herencia de Timbiquí’s musical production in relation to the territory, traditions, and the connection with nature characteristic of the Colombian Pacific. It is concluded that the group’s musical production integrally represents the territory, culture, and traditions of the Colombian Pacific. To do this, we proceeded to analyze the management of development factors in the seven provinces or subregions into which the department is divided, from which needs and strategic solution proposals were identified that crystallized with the identification and prioritization of development projects. regional impact, which will contribute to the maximization of the endogenous potential of the provinces and the impact on local development, framed within the figure of the Territorial Pacts promoted by the National Planning Department supported by Article 250 of the 2018 National Development Plan - 2022. However, various studies concentrate on the homogeneity of support for parties to achieve seats, but not with respect to the other electoral options and trends of electoral preferences regarding the parties. At the same time, indices and focus of that studies are centered on the nationalization of political parties or party system. This project puts emphasis on the voter, who does not reduce electoral preferences to parties, but also to other types of options such as the blank vote, the unmarked ballot, or the invalidation of the vote. This work is carried out in the municipality of Pereira and may serve as a reference proposal for other territories. The study uses and analyzes primarily secondary information (laws, decrees and documents from study centers and consultancies), focusing on the identification of elements of correlation between factors; and primary from two surveys – using the convenience method – to communities and government organizations, private companies and social organizations. Primary and secondary information that show the fragility and lack of elements or tools of correlation between planning, territorial ordering and community participation. The study outlines a highly participative structured methodological proposal, that proposes to make the project the axis of integration or conjunction of elements that act in the territory integrating leaderships, alliances, efforts and common purposes, transform it and project it towards an integrated and integral development.
