This article seeks to reflect on the conception of public administration and pedagogy interwoven in the specific experience of the Mayor's Office of Bogotá 1995-1997 and manifested by the mayor Antanas Mockus, which marked a singular model of public management and consequently impacted the behavior of the citizens in the various spaces of the city -- To this end, this paper is the result of a research project guided by grounded theory and depth interviews as a methodology for the analysis of established and emerging categories -- The project is then hermeneutic rather than historical and for this reason it sticks not to the historicist systematization of the experience (which has already been done and can be consulted in different sources), but of, the aspects which are considered relevant insofar as they cover the social situations of main interest for the project
