Publicación Estudio de prefactibilidad para la creación de una empresa de consultoría asistida por inteligencia artificial para la formulación de proyectos públicos bajo la Metodología General Ajustada, en municipios de categoría 6 del departamento de Antioquia, Colombia(Universidad EAFIT, 2026-02-23) Agudelo Ossa, Angélica María; Mosquera Buriticá, Steven; Gómez Salazar, Elkin ArcesioThe formulation of public investment projects under the General Adjusted Methodology (MGA) represents a significant challenge for category 6 municipalities in Colombia, mainly due to structural limitations in technical capacity, availability of information, and specialized human resources. These constraints restrict access to public funding sources and negatively affect the quality and effectiveness of territorial interventions. This study aims to evaluate the pre-feasibility of creating an artificial intelligence–assisted consulting firm designed to support category 6 municipalities in the department of Antioquia in the formulation of public investment projects under the MGA framework. The research adopts an exploratory, descriptive, and analytical scope, based on a mixed-methods approach that integrates qualitative and quantitative analysis. The study follows a pre-feasibility assessment methodology, comprehensively evaluating the market, technical, organizational, legal, financial, and risk components of the proposed initiative. An AI-assisted consulting model was designed, based on natural language processing agents integrated with official government platforms and operated under human supervision schemes. In addition, a financial model was developed considering different pricing scenarios, and project risks were quantified through probabilistic simulation techniques. The results indicate that the project is technically and organizationally feasible and that, under certain pricing scenarios, it presents positive financial indicators. However, its economic sustainability is conditioned by a pricing strategy capable of balancing the service cost structure with the limited payment capacity of category 6 municipalities. It is concluded that AI-assisted consulting constitutes a viable alternative to strengthening public project formulation in contexts of low institutional capacity, provided that it is implemented under principles of control, traceability, and responsible use of technology.
