This paper studies the effect that Uribe has had on the electoral and party system in Colombia. The basis of the electoral system currently in Colombia is derived from reform of 2003. Several authors argue that this reform alludes to the intentions of Uribe and part of the political class to reform the electoral dynamics in Colombia. Key aspects of the new electoral system of 2003 introduced several elements that substantially modified the electoral system. We seek to identify the possible electoral niches favorable to Uribe as well as the main characteristics of these territories with the intention of making a diagnosis regarding the "pro-Uribe" electorates.Ítem Proceso de ASC - LA DIMENSION TERRITORIAL DEL COMPORTAMIENTO ELECTORAL EN ANTIOQUIA, 2014-2015: UN ANALISIS EXPLORATORIO DE LA NACIONALIZACION DEL ELECTORADO Y DESDE LA SOCIOLOGIA ELECTORAL(Universidad EAFIT, 2019) Ramírez-Baracaldo, Adriana; Largo, Cristian; Giraldo, Camila; Universidad EAFITSupport to political parties in elections is a relevant topic each four years in elections at different levels. However, various studies concentrate on the homogeneity of support for parties to achieve seats, but not with respect to the other electoral options and trends of electoral preferences regarding the parties. At the same time, indices and focus of that studies are centered on the nationalization of political parties or party system. This project puts emphasis on the voter, who does not reduce electoral preferences to parties, but also to other types of options such as the blank vote, the unmarked ballot, or the invalidation of the vote. The research seeks to expand knowledge on the homogeneous support of the electorate for a specific option by comparing preferences in national and local elections in the municipalities of the department of Antioquia.Ítem Proceso de ASC - PERSONALIZACION POLITICA: UN ANALISIS COMPARADO DE LA COMPETENCIA ELECTORAL DE LOS PARTIDOS POLITICOS EN COLOMBIA(Universidad EAFIT, 2021) Ramírez-Baracaldo, Adriana; Arcila, Sara; Guerra, Miranda; Universidad EAFITThe personalization of politics is an increasingly common phenomenon in contemporary dynamics. Theoretical and empirical approaches, both theoretical and empirical, mostly start from axiological positions on the phenomenon, imprinting negative connotations to its expression. The exceptions are the authors who approach the phenomenon with explanatory interest and to understand more about the factors that promote it or the expressions it has. This research postulates the importance of continuing to refine the proposal of quantitatively analyzing the phenomenon, an idea initiated in the previous project by the Semillero, with the purpose of offering an alternative of interpretation totally detached from evaluative positions on this phenomenon. Thus, this proposal justifies the reasons for the continuity of the analysis of the phenomenon for the Colombian case, involving other types of elections at the subnational level. Research on this topic is justified given that citizen participation in the judiciary is a response to the dilemma between constitutionalism and democracy, which, however, has been little explored from the empirical point of view in ColombiaÍtem Proceso de ASC - TRANSFERENCIA DE POLITICAS Y AGENDAS DE GENERO EN MEDELLIN(Universidad EAFIT, 2021) Ramírez, María Fernanda; Cataño, Joshua; Universidad EAFITThis project aims to investigate whether the recent inclusion of gender issues in the city's public agenda is the product, predominantly, of a policy transfer process in which certain exogenous factors (discourses and international action plans) and endogenous (internal, institutional, and non-institutional organizational dynamics) had a special impact on its consolidation. Using the literature review and the semi-structured interview as techniques, the different factors that have influenced the construction of the gender agenda of Medellín are analyzed. The main result highlights the fact that such construction is partly the product of policy transfer process, in which, added to the efforts of local women's movements and the political will of the municipal administration, has been consolidated in the form of public policies and has made the city a benchmark for the country and the region.Ítem Proceso de ASC - ADMINISTRACION PUBLICA EN AMERICA LATINA: UN ESTADO DEL ARTE SOBRE LOS ESTUDIOS CONTEMPORANEOS 2018-2022(Universidad EAFIT, 2023) Ramírez, María Fernanda; Franco, María Helena; Cataño, Joshua; Vega, Alejandro; Gutiérrez, Ana María; Universidad EAFITThis project analyzes the scientific production on public administration in Latin America found in three databases: Scopus, Web of Science and Dimensions, from 2012 to 2022, based on an exploratory-descriptive bibliometric approach with the aim of identifying the main theoretical innovations, debates, and trends in the field. The information gathering process was supported by the Luis Echavarría Villegas Cultural Center Library of the EAFIT University and was developed in three stages: definition of search parameters and criteria, selection of databases and systematization of the information.Ítem Proceso de ASC - AGENDAS DE GENERO Y PLANES DE DESARROLLO. MEDELLIN 2004-2019(Universidad EAFIT, 2020) Ramírez, María Fernanda; Morales, Jacobo; Cataño, Joshua; Castellanos, Sofía; Universidad EAFITThe project analyzes the inclusion of gender agendas in the Municipal Development Plans of the city of Medellín during four administrations, spanning the period 2004-2019. The methodology used was descriptive and exploratory through a literature review focused on the Plans. Among the main findings is an increase in the budget allocated to gender issues with each new Administration, as well as the expansion of the concept of gender from an exclusively female issue to other population groups such as the LGBTIQ + population. Among the conclusions, it is worth highlighting the significant progress in the establishment of ADG in the PDM as a central instrument for city construction and the need to increase the number of resources and percentage of the total PDM budget allocated to ADG-related programs.
