Gobernar: The Journal of Latin American Public Policy and Governance es una revista semestral, de acceso abierto y arbitrada que se enfoca en la publicación de trabajos inéditos y originales que presenten avances o resultados de investigaciones cualitativas o cuantitativas, estudios de caso, artículos de revisión, estudios de pedagogía efectiva, marcos teóricos, modelos analíticos e investigaciones empíricas, así como reseñas de libros. De esta forma Gobernar: The Journal of Latin American Public Policy and Governance procura contribuir en la construcción de un debate sobre gobernanza por fuera de los contextos tradicionales de estados fuertes y sociedades bien ordenadas. Recibe propuestas de artículos que tengan relevancia en América Latina o para Latinoamericanistas alrededor del mundo. La revista está dedicada a la difusión de artículos de investigación desde el amplio rango de disciplinas relacionadas con las políticas públicas y la gobernanza. Procura proveer una plataforma intelectual para académicos interesados en los temas y disciplinas de la revista.

Under this framework, when analyzing the cycle of design and implementation of regulatory policies, it is noted that those measures that advocated the comprehensive review of contracts and the definition of new regulatory frameworks and control entities were bypassed, generating a greater provision, for internal and external factors, to enter into rate agreements with the concessionaires, without correcting the deficits in state capacity inherited from the previous stage. However, the city's mobility dynamics show a different reality: the number of vehicles has grown steadily over the last 20 years. The metropolitan inhabitants spend 44% more time mobilizing in the city than 12 years ago and air quality has become the main challenge on the city's environmental agenda. The purpose of this article is to understand, from the analysis of public policies, the reasons why no progress has been made in the implementation of policies that effectively discourage the use of private vehicles in the Aburrá Valley. Through the analysis of the demand management instruments enforced between 1999 and 2019, it is concluded that mobility policies produce contradictory effects with each other: they systematically avoid the restriction and disincentives to the use of automobiles and motorcycles and focusing predominantly on the expansion of road infrastructure. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. For many poorer, partially capitalized societies, people’s security relies informally upon various clientelist relationships. In 2009, the Universal Child Allowance for Social Protection (AUH) was created to equalize the rights between children, the ones born on families with formal jobs and those born on families with informal jobs or even unemployed ones. This document analyzes the implementation of the AUH on the national level and it’s focused on the state of Tucumán. The research seeks to reveal the problems associated with poverty and inequality. Analysing the scope of actions that each sub-national jurisdiction has: and generally, this is involved with operations to summon, disseminate and register the beneficiaries of it. Even though the role of the provinces is not relevant in the implementation of this public policy, it does allow reducing the number of actors involved, which tends to limit the incidence of political factors and its management becomes more efficient. Otherwise, the lack of participation of subnational governments in the implementation of the AUH may also constitute a deficiency since it limits the potential for dialogue between jurisdictional levels of government that could contribute to the comprehensiveness of public policies. Finally, recommendations will be presented in order to improve the management of the program and its coordination with other national and local initiatives.Ítem Corporate foundations and public policy advocacy through stakeholder network management: the NiñezYA case in Colombia(Universidad EAFIT, 2020-10) Garay, Natalia; Leyva, Santiago; Turriago,Carolina; Medellín Cómo Vamos; Universidad EAFIT; Fundación ÉxitoThis article explores the possibilities of network management to increase the capacity of business foundations to exert influence on the process of agenda-setting in public policies. This case illustrates how three foundations (Éxito Foundation, Alpina Foundation and ALAS Foundation) helped to coordinate one hundred civil society organizations to influence the Colombian National Development Plan (2018-2022). The case shows that business foundations can play an important role in setting the policy agenda by working as articulators of multiple fragmented actors of civil society. The article details the specific mechanisms used to pursue this articulation through the creation of a policy network known as NiñezYA.
