This situation is evidenced by the migration from the biggest construction companies to other municipalities in the rest of the Aburrá Valley. This problem has a significant impact on the local economy, considering that the construction sector is one of the most important factors in its dynamization. The lack of new real estate projects in the city of Medellín has as a consequence an affectation that generates substantial unemployment in the sector, thus damaging not only the real estate sector itself but also the entire commercial and financial dynamics that goes in parallel with this important engine of the economy as already pointed out. In Colombia, the State seeks to promote urban development through tools such as “POT,” partial plans, master plans and many other figures that seek to generate urban development alternatives so that the different municipalities provide the builders facilities to intervene in their territory. By virtue of Agreement 048 of 2014 (Plan de Ordenamiento Territorial - POT of Medellín), for example, the District has intended that the city potentiate its growth through not only these figures but others that have sought to weave an amalgam of tools of different kinds in order to achieve this desired goal of organizing and properly planning this important city. However, during the last 10 years, a problem has become evident that since its genesis, with the agreement 62 of 1999 (the first POT of Medellín) was already seen coming. The purpose of this research is to analyze how planification tools impact the economy, growth and, in turn, the private law environment in local urban development. It is important to emphasize that, given the intention to restructure the POT in the 2024-2028 mayoral term, this project seeks to address an analysis as a whole with relevant proposals. Gobernanza colaborativa y educación para el desarrollo sostenible como contribuciones a la creación de una cultura regenerativa(Universidad EAFIT, 2024) Toro Herrera, Luz Elizabeth; Tancredi, MarioThis research highlights the importance of caring for Medellín's water resources, focusing on the case of the La Volcana stream, a tributary of the Medellín - Aburrá River, where four educational institutions converge along it: New School, Santa María del Rosario, San José de las Vegas and EAFIT University. This paper investigates the role of educational institutions as points of intervention in the conservation of the ecosystem and the transformation of the territory, through education for sustainable development. Seeking to answer the research question: What strategies of collaborative governance and education for sustainable development could be implemented by educational institutions to contribute to a regenerative culture concerning La Volcana stream? Educational institutions, in addition to the function of generating knowledge, also play a fundamental role in promoting a regenerative culture that consists of rethinking how people live and interact with nature. This implies generating principles, attitudes and behaviors; where the actions of human beings have a positive impact on the wellbeing of ecosystems. The general objective was to propose strategies for collaborative governance and education for sustainable development involving educational institutions to contribute to a regenerative culture concerning the Volcana stream. Therefore, it is emphasized that educational institutions are nodes of articulation that can convene actors around the stream and lead collaborative processes in water resource management through collaborative governance processes. The conceptual foundation of the literature review was based on collaborative governance, education for sustainable development, and regenerative culture. The methodology was qualitative. The tools used to collect information were interviews, surveys, focus groups, workshops and walks. As a result, we found that currently, the educational institutions are not involved in the work of caring for the Volcana stream. As a result of this research and the joint work with the key actors of these institutions, the interest to get involved in the protection of the stream has arisen.
