    Acuerdos de La Habana : ¿un acuerdo de Estado?

    The Final Agreement for the Termination of the Conflict and the Construction of a Stable and Lasting Peace, signed on September 26, 2016 in Cartagena, expression of the negotiations between the Colombian State and the Revolutionary Armed Forces of Colombia-People's Army (FARC- EP), constitutes a historical process of great national and international relevance. The result of the plebiscite, a mechanism chosen by the Government to approve or deny the Havana Accords, was adverse. However, the legal and political process continued. Opponents to the agreement expressed in various scenarios that this was not legitimate, while members of the Government, negotiators and actors of the national and international community made efforts to comply with the agreement. This text proposes as a main thesis that the Havana Agreements are a matter of State and not just a matter of government, setting the focus on item 2 of the final document and, in particular, regarding political participation and tools that allow expanding it significantly.

    This thesis seeks to identify and define strategic actions that help to turn water a important way to resolve conflicts and convert it into an indispensable tool for building peace in the region of Urabá Antioqueño. It is based on the premise that there can be no peace in any territory if the population does not have access to drinking water, if the aquifers are contaminated or if their use is limited by the territorial control of agents other than state institutions and the communities that inhabit them. And this is the reason why, after the signing of the Havana Peace Accords in 2016, water is highlighted as a structuring and articulating element of the projects identified by the communities to guarantee peace in the territory. But, what does it mean to live in peace? This work establishes a second premise: peace construction cannot be separated from territorial planning and management. Living in peace means guaranteeing living conditions that provide health and hospital resources, economic opportunities, food security and a physical environment free of threats. With this approach, the different instruments, plans and projects for which water is an essential element for the development of the region are considered, and emphasis is placed on the initiatives prioritized in Planes de Desarrollo con Enfoque Territorial (PDET), taking as a case study El Tres, Turbo - Antioquia. This document is composed of four chapters that build a knowledge route around water. The first chapter analyzes the role of water as a tool for the implementation of the Peace Agreements, in the framework of the creation of the PDETs. The second chapter delves into the geographical and historical characterization of the study area and details the different management and planning instruments in order to develop a methodological roadmap to address the multiplicity of actions and intentions that converge in the same territory. The third chapter is a synthesis of the different components that make up the network of strategies for water management, from the environmental, social and institutional perspectives. Finally, the fourth chapter examines six enabling projects of small and large scale framed in six strategic lines. This journey takes us to a new beginning where water becomes the enabling element of the different initiatives and projects prioritized by the communities within the framework of the Peace Agreements and the articulating element of the different instruments operating in the territory. The work seeks, among other things, to show that such an essential element as water is not only a resource, but the key to the development of those communities seeking to build a stable and lasting peace.

    Although the Peace Agreement and the changes that arise with it aim to territorialize national provisions for effective peacebuilding, from the very conception of its design and approval, an urban approach or component that would give clues was not considered. or tools to territorial entities for the implementation of agreements in non-rural contexts. It is there, where the Comprehensive Restorative Processes with a Territorial Approach (PRIET) are formulated, an initiative of the Secretariat of Non-Violence of Medellín, for the implementation of point 5 of the Peace Agreement in the city with an urban focus. Thus, in the development of this work, an analysis of the State at the local level and its practical ways of materializing peace through the PRIET is proposed, seeking to investigate how these are framed as instruments of territorialization and construction of territorial peace in the city, and its relationship both in the implementation of the Peace Agreement and in the Public Peace Policy of Medellín.

    Incident in social transformation through music: social and life reivindication in the rural territory of Catambuco (Nariño)

    This research arose from the need to understand the meanings constructed from music as the axis of social transformation for peace in a rural context community in the department of Nariño. This social impact through music was located in the peripheries of the municipality of San Juan de Pasto called corregimientos or paths where there is direct benefit for children and youth in the community. Therefore, he identified as object of study the Association Band Guadalupana School of Music of the Catambuco district, territory located in the municipal seat of San Juan de Pasto. A case study sought to describe and analyze the impact of their musical processes on social transformation and their significant changes in this region. This investigation included three stages of execution carried out in the months of January and February of the year 2019 respectively. The aforementioned identified the importance of community action of music as a social transformer for peace, based on the construction of human values in the formation of being as a foundation, which arises in communities in the rural area. The latter is identified as a research problem necessary to contextualize the linkage of this type of musical processes that respond to specific needs of their own context, which interacts with socio-cultural dynamics constantly being thus a fundamental aspect and valuable contribution for Colombia in the construction of Peace and social transformation through music from the rural area. This social impact influenced the affective dynamics of the community benefited at personal, family and interpersonal relationships. This social impact was expressed in turn in a cultural change for this community, cradle of artistic talent.

    El seminario internacional “Retos y desafíos de la transición hacia la paz” realizado en Medellín por la alianza constituida por Proantioquia, Fescol y la Universidad EAFIT entre el 16 y el 17 de abril de 2015, se propuso discutir aprendizajes y retos de experiencias previas que puedan contribuir a que la transición de la guerra a la paz en el país siente las bases de un postconflicto pacífico y sostenible. El presente documento sintetiza las reflexiones suscitadas en el marco del seminario. Con el fin de aportar a la definición de una agenda de incidencia multinivel que desde la sociedad civil inicie la construcción de un lenguaje compartido, este reporte propone un conjunto de insumos para el desarrollo de emprendimientos orientados a facilitar la construcción de paz en los territorios de Colombia.

    Desde el inicio del proceso de negociación que el Gobierno Nacional comenzó para finalizar el conflicto con las Farc, en la Fundación para el Progreso de Antioquia y de Antioquia por Colombia —PROANTIOQUIA— comprendimos la trascendencia de dicho esfuerzo en la búsqueda del bien superior de la paz, que a todos nos compromete. En este marco, de manera responsable y como una contribución positiva, junto con la ANDI y el acompañamiento académico de la Universidad EAFIT hemos venido sistemáticamente reflexionando no solo sobre lo que se busca o acuerda en La Habana, sino sobre su implementación. Dichas reflexiones las resumimos en el documento “Construir una paz sostenible: Análisis y recomendaciones desde el sector empresarial”, en el que reconocemos el patriótico y valioso trabajo de los Comisionados de La Habana y en general del Gobierno, y se busca llamar la atención de este y de los colombianos sobre el mapa de riesgos en la reglamentación e implementación de los Acuerdos, en clave de una paz que sea sostenible. Un análisis riguroso, con criterio técnico y sentido de responsabilidad con el país y disposición de aportar al proceso, es la base de dicho documento, que se puede consultar en: http://proantioquia.org.co/web/index.php/noticias/item/541-construir-una-paz-sostenible Complementariamente, hemos buscado que las empresas comprendan su importante papel en escenarios hacia un país en paz, dándoles una significación especial a los aprendizajes de naciones que enfrentaron, y aún enfrentan, procesos de tal naturaleza. Y no solo que haya encuentro con académicos que han estudiado dichos procesos, sino con pares empresariales que han jugado un papel importante en los mismos. Allí se inscriben seminarios como “Lecciones y desafíos para la transición hacia la paz”, que junto con EAFIT y FESCOL realizamos en abril del 2015, y “El rol de los empresarios y empresarias en la construcción de la paz”, en junio del 2016, gracias a la Oficina en Colombia del Alto Comisionado de Naciones Unidas para los Derechos Humanos y la Embajada de Irlanda. Pero sin duda el encuentro más completo que dio lugar a esta publicación fue “Diálogo empresarios y paz: desafíos para el posconflicto”, en mayo del 2016, no solo por el número de empresarios de otros países participantes, sino por los del nuestro, con extensión a espacios para el público en general y para las Fundaciones Empresariales. Igualmente, por la metodología participativa y práctica, y por los aprendizajes, como el lector de estas Memorias tendrá oportunidad de verificar. Una gran conclusión de dicho evento es que es absolutamente necesaria una fuerte narrativa empresarial, tanto sobre la victimización que ha sufrido el sector en el conflicto, como sobre los miles y miles de casos empresariales gracias a los cuales, por sus desarrollos responsables, existe la esperanza de que Colombia pueda construir la paz. El Gobierno solo es incapaz de lograr el país que queremos y merecemos. Necesita modernizarse radicalmente como agente facilitador, confiable y de cambio, para que sean efectivas las alianzas con las comunidades y los empresarios. Igualmente, se concluyó en el evento que se requiere reforzar en el país una masa crítica institucional y académica que, en asocio con los empresarios, contribuya a ser cada vez más asertivos en el paso de la responsabilidad social corporativa, a empresas con capacidades en todo sentido para la construcción de paz. Construcción que es profundamente política, pues su marco no puede ser otro que nuestro Estado Social de Derecho, en donde es elemento esencial para una paz sostenible el respeto a las libertades económicas, políticas, de expresión, de asociación, y en general, a las libertades contempladas en nuestra Constitución. La presente publicación es, en ese sentido, profundamente política, y de ahí su importancia.
