Publicación Análisis de los factores de éxito y limitantes de la gestión en implementación del Fondo de Estímulo al Desempeño y Logro de Resultados Sociales (FED) en el marco del Desarrollo Infantil Temprano (DIT) en la región Pasco periodo 2019 – 2020(Universidad EAFIT, 2025) Gaspar Ramírez, Sahory; Paulino, Yerry Fabián; Saenz Barreto, Jennifer Kathy; Maldonado Villavicencio, Luis Alberto; Eslava Gómez, AdolfoThe following research is aimed to analyze the case study of the contributing and limiting factors from the Fondo de Estímulo al Desempeño y Logro de Resultados Sociales (FED based on its Spanish acronym) with focus on Early Childhood Development in Pasco region during 2019-2020. Likewise, the institutional and interinstitutional coordination was examined, the beneficiaries’ opinion was considering and the community participation to propose improvement recommendations of this designed-financial incentive at regional governments. The methodological strategy utilized for this research is explanatory. Document review Semi structured and structured interviews, focus groups and life stories were the research instruments. The main findings of FED management are, the successful coordination for the operating activities in the planning process, the FED technical team who manages, creates, and assess the developing of management engagement, coverage targets and conditions. Conversely, the most relevant bottleneck was founded in the absent of human resources trained for do their job due to the political party shift in Pasco. Additionally, the public officials make mistakes becoming a barrier for achieving an efficient management. There is a complete institutional and interinstitutional coordination, which every public institution from different areas participates obtaining great social results. However, there is no evidence of NGO participation nor corporates from the private sector involved in this governance process. Referring to the beneficiaries, expectant mothers and parents show high levels of approval; meanwhile, some of them show disagreement because they believe the supply of services do not meet the high-quality standards. According to the participation of the locals, the Health Communitarian Agents (ACS based on its Spanish acronym), Communitarian Educational Promoters (PEC based on its Spanish acronym) and the Communal Organization for Sanitation Services (JASS based on its Spanish acronym) in Pasco region show engagement with their communities because they believe not only is good for their families, but also, they understand their involvement is important for the local development. To conclude, the management and the coordination should be aligned to bring high-quality services that not only benefit certain group of people under the Early Childhood Development frame, but also for the entire population due to the services are public with allpurpose features. In the same way, the management should count with contingencystrategic planning to mitigate the pandemic havoc to not restrain the planned activities. For this purpose, the relevant actors, stakes and procedures involved were identified. This work will also examine the notion of the PB at international, regional and domestic scales through an exercise of comparative law, emphasizing the role of the LABs as political and administrative authorities in the allocation of PB funds, both in the fostering of citizen participation as well as in the political and administrative oversight of budgetary procedures. Throughout this dissertation the reader is provided with an in-depth review of the role of the LABs in the allocation of PB resources in light of the Decree 146 of 2022, highlighting the inconsistencies between the national legislation and territorial regulations on the subject. In a context dominated by polarization, fake news, and citizen distrust, driven, supported, and effectively disseminated by social media, it is not enough for a public figure to deliver a good discourse, as was the case years ago; it is crucial to convey and generate sentiments, making them stand out and leaving aside the stigma attached to the public sphere, with a coherent communication narrative adapted to current codes. This article analyzes how technological evolution has transformed and influenced political communication and highlights pillars such as authenticity, coherence, and digital identity management. It is argued that a well-constructed political image is not just marketing, but an essential strategy for strengthening leadership, generating trust, and consolidating the relationship between representatives and those they represent in contemporary democracies. This article provides a theoretical explanation and its application in a case study, taking as reference the Departmental Assembly Member for Risaralda, Juan Carlos Valencia, which examines his communication style, both in the field and through digital channels, in order to generate an updated political brand positioning strategy.Publicación La nueva agua de colonia. In coordination with the Mesa Ampliada de Gobernanza y Gestión Integral del Agua (MAGIA) of Urabá, the research seeks to strengthen local capacities and to promote a water culture grounded in participation, shared responsibility, and the collaborative management of conflicts. Drawing on the methodology of Participatory Action Research (PAR), it integrates analysis and action to reframe the natural, social, and historical relationships with water, fostering the social appropriation of national, regional, and local planning tools. Building on the momentum generated by investment aimed at addressing an infrastructure deficit, the project proposes scenarios of social organization to explore community-based strategies around the ecosystem services of water, translating them into sustainable transformations for both the community and the ecosystem.Publicación La participación ciudadana en la configuración normativa local. Revisión crítica del caso alcaldía de Medellín (2017-2018)(Universidad EAFIT, 2018) Palacio Jaramillo, Julia InésWith the objective of describing the legal framework that, in the national and local settings, currently establishes the need of counting on citizen participation in the process of law production, to detail the local level implementation of it and to evaluate the adequacy and sufficiency of the mechanisms used to obtain it, this article develops an empirical, exploratory investigation of a mixed nature. The question asked was: what level of citizen participation was achieved by the Decrees published in the institutional website of the Municipality of Medellín, between May 30, 2017 and July 31 of 2018? Answering the question allowed to establish that the level of citizen participation, according to Arnstein’s “A Ladder of Citizen Participation” model (1969), is in the third step, corresponding to “information level”, as the citizens have received information, and even the possibility to express their opinion, regarding future decisions to be made in the form of regulations, but for which the discretion to made the final decision has been reserved exclusively for the Mayor. The subject currently has a special relevance as, with the entrance of Colombia to the Organisation for Economic Cooperation and Development – OECD, many processes and institutional reforms have been set in motion, one of them associated to the “regulations’ governance” component, as a strategy to improve the quality in the law production process by the Executive Power. To achieve this, a methodological design based on a qualitative approach with an exploratory-descriptive scope is proposed, as it allows for the identification of variables, experiences, perceptions, and practices related to the use of participatory methodologies in defining a public problem as the initial phase of the public policy cycle. As information-gathering techniques, documentary review will be considered and systematized through reading cards. As a result of this research process, it was found that population public policies designed from the top-down approach require practical and useful tools—such as participatory methodologies from an inclusive perspective—to achieve synergy between the State, as the decision-maker, and the participation of the population as a key factor in contextualizing the specific needs of the community. This is particularly relevant considering that, in Colombia, efforts have been made to incorporate participatory methodologies for rural youth; however, several structural, institutional, contextual, and inclusion-related barriers and gaps have hindered their success, contributing to the weakening of participation.Publicación Nuevas estrategias de rendición de cuentas en el sector público : comunicación política para transformar la relación entre Estado y ciudadanía(Universidad EAFIT, 2025) Sierra Carrillo, Pablo Andrés; Restrepo Echavarría, Néstor JuliánThis article is based on experiences during the accountability processes in the Antioquia Governor's Office during the 2020–2023 period. Rather than providing a technical overview, it seeks to open a conversation about what accountability truly means in terms of political communication, open government, and citizen participation. It draws on a case study, informed by the author's role as a public servant, which exposes both the progress and the tensions that accompanied this process. It highlights achievements such as the use of digital strategies, the commitment to open data, and increasingly clear public communication. It also highlights gaps that continue to linger, such as the low level of effective citizen participation, despite the efforts. The article proposes thinking of accountability not only as a legal requirement, but as a communicative, symbolic, and emotional act, as a bridge between the institutional and the human. It can use strategies to increase citizen engagement through gamification, as a tool with the potential to renew current formats, bring people together, and help rebuild trust in institutions.
