Publicación Acuerdos de La Habana : ¿un acuerdo de Estado?(Universidad EAFIT, 2018) Montoya Gaviria, Juan DavidThe Final Agreement for the Termination of the Conflict and the Construction of a Stable and Lasting Peace, signed on September 26, 2016 in Cartagena, expression of the negotiations between the Colombian State and the Revolutionary Armed Forces of Colombia-People's Army (FARC- EP), constitutes a historical process of great national and international relevance. The result of the plebiscite, a mechanism chosen by the Government to approve or deny the Havana Accords, was adverse. However, the legal and political process continued. Opponents to the agreement expressed in various scenarios that this was not legitimate, while members of the Government, negotiators and actors of the national and international community made efforts to comply with the agreement. Using official documents, the characteristics of the responses that these governments execute during the first semester of 2020 are identified and compared. It is concluded that, although governments mainly develop biosafety measures, there are differences in the strategies adopted, possibly motivated by the prevailing social, political, and economic characteristics in those countries. Through the recreation of a hypothetical interview, the American theorist engages here in a dialogue about the political constitution of Liberland, a no-man's land appropriated by Vít Jedlička and organized under the principles of libertarianism, the clarification of which is the purpose of this text. In the course of the conversation, comments and questions arise that allow further clarifications about the role of private property in this territory and its relation to negative liberty and justice; the necessity and form of political government; mechanisms of security and protection of freedoms; the place of political rights and taxation, among others, accompanied by a final reflection.
