The result of the plebiscite, a mechanism chosen by the Government to approve or deny the Havana Accords, was adverse. However, the legal and political process continued. Opponents to the agreement expressed in various scenarios that this was not legitimate, while members of the Government, negotiators and actors of the national and international community made efforts to comply with the agreement. This text proposes as a main thesis that the Havana Agreements are a matter of State and not just a matter of government, setting the focus on item 2 of the final document and, in particular, regarding political participation and tools that allow expanding it significantly.Ítem Análisis de las buenas prácticas de gobierno en las plataformas de intercambio de criptomonedas(Universidad EAFIT, 2024) Baena Bonilla, Carlos Alberto; Bustamante Guerra, Carolina; Restrepo Ochoa, Diana Constanza; Téllez Falla, Diego FernandoMotivated by the collapse of FTX and its repercussions, this thesis proposes an indicator to evaluate good governance practices in cryptocurrency exchange platforms listed on the United States stock exchange. The development involved reviewing existing literature to identify key governance criteria to be assessed in the indicator. This study aims to determine through the Event Study Methodology, whether the actions taken by the Colombian government in order to take action over the possible effects of the pandemic generated statistically significant impacts on 9 selected stocks belonging to the Colombian Stock Exchange, verifying in turn the hypothesis of market efficiency. For its verification, different types of announcements were considered. Such as international news regarding the evolution of the pandemic, national emergency declarations, as well as announcements of economic reactivation. Using official documents, the characteristics of the responses that these governments execute during the first semester of 2020 are identified and compared. It is concluded that, although governments mainly develop biosafety measures, there are differences in the strategies adopted, possibly motivated by the prevailing social, political, and economic characteristics in those countries. The governments of these countries seem to be influenced to follow the recommendations issued by international organizations by the lack of information about the COVID-19 pandemic, without interest to review these measures according to the characteristics of their countries.Ítem Intertextualidad en la gestión de comunicación de políticas públicas culturales sobre identidad y territorio entre Medellín y Recife. It also shows the factors that make meritocracy a potential “democracy” with Chinese characteristics, explaining the elements of meritocracy throughout history together with the roots of the system in the country. In the process, the article defines both meritocracy and democracy and presents certain factors that may suggest that meritocracy can -for now- be acknowledged as a democracy even when it does not fully agree with Western standards. Through the recreation of a hypothetical interview, the American theorist engages here in a dialogue about the political constitution of Liberland, a no-man's land appropriated by Vít Jedlička and organized under the principles of libertarianism, the clarification of which is the purpose of this text. In the course of the conversation, comments and questions arise that allow further clarifications about the role of private property in this territory and its relation to negative liberty and justice; the necessity and form of political government; mechanisms of security and protection of freedoms; the place of political rights and taxation, among others, accompanied by a final reflection.
