    Densificación urbana y recaudo predial : análisis del potencial fiscal del desarrollo de los planes parciales del centro de Medellín

    Underutilized urban centers represent both a challenge and an opportunity for the fiscal sustainability of cities. This article examines how urban development driven by partial renewal plans can significantly expand the property tax base in Medellín. Using geospatial data from 413 urban blocks within 12 partial plans adopted since 2015, the study estimates the potential change in property tax revenues under full occupancy scenarios, as defined by current urban regulations, and analyzes the conditions that generate heterogeneous changes across blocks. To address potential endogeneity arising from the spatial allocation of public infrastructure, a Two-Stage Least Squares (2SLS) strategy is implemented, using current proximity to public facilities and mass transit infrastructure as instrumental variables. The results indicate that building potential and future access to community amenities are positively associated with projected increases in property tax revenues, while higher current residential density tends to constrain such growth. In some zones, full normative development could increase current tax revenue by a factor of 3.6 to 8. The study concludes that an effective integration of urban planning instruments and fiscal policies can transform underutilized central areas into dense, equitable, and fiscally sustainable urban cores.

    Implementación de un área metropolitana o una provincia administrativa y de planificación en el Valle de San Nicolás: análisis sobre las implicaciones

    The San Nicolás Valley, also called the Altiplano region in eastern Antioquia has some privileged features such as: geographical location, climate, territorial composition, roads corridors, airport, etc. However, despite the potential of this territory, today more than ever issues such as the overflowing growth that the region has had, where urban areas and recreational rural areas are expanding more and more, thus leading to an unplanned reduction of the productive rural soils and with the problem that each municipality has its own planning process, with little or no articulation with the other municipalities of the region. The existence of these problems that are common to the territory are the ones that have led the discussion towards the possibility of territorial integration of the Altiplano region through associative schemes such as the Metropolitan Area or the administrative and planning Province. The objective of this article is to analyze the implications, in political terms and in accordance with the capacities of the municipalities that make part of the San Nicolás Valley, to implement one or another territorial associative scheme

    Modelo de economía circular en el sector de construcción de vivienda en Ocaña como estrategia para fortalecer la gestión de proyectos sostenibles

    In recent decades, a growing awareness has been created about the need to address environmental challenges and promote sustainability, the construction sector is in the center of attention as a primary sector to promote the transition towards a more economic model circular. This study focused on the design of a Circular Economy Model within the housing construction sector in Ocaña (Norte de Santander), as a strategy for managing sustainable projects in this specific region. To achieve this, a bibliographic review was carried out that covered concepts of the circular economy, as well as project management and sustainable construction. The methodology used in this study was cross-sectional descriptive with a quantitative approach. The results make it evident that the linear economy continues to be predominant in the productive practices of the construction sector in the city of Ocaña, identifying various opportunities and challenges in the application of the model, among which are the reduction of waste, the optimization of resources, the minimization of operating costs and the promotion of innovation in construction processes. Finally, the research integrates the PMI's PMBOK methodology into the proposed circular economy model, ensuring the incorporation of sustainability criteria from the project planning phase.
