Within these keys, an attempt will be made to understand the successes and failures of these integration dynamics, making an analysis of the characteristics of the schemes that today are formed and in which these municipalities are associated. Three new integration alternatives are proposed to can be explored in the subregion; one of them, a scheme that has already been debated without materializing, such as the initiative to create a Metropolitan Area in the Eastern subregion; in addition, this paper proposes the exploration of figures that have not yet been discussed within this scenario, such as the possibility of creating a Planning and Management Region (RPG for its acronym in Spanish), or creating a special regime figure that resembles the newly created Metropolitan Region of Bogotá. In this order of ideas, the present work outlines a challenging panorama, associated with a portion of land of important proportions, ceded to the municipalities of Támesis and Valparaíso, at the service of the Cartama province; A space that requires general content to offer alternatives for progress due to its strategic location, which is the agro-park, Biosuroeste, which is a place with multiple options to validate ideas, thoughts and dreams that in the public and private institutional scenario, are still scattered in governmental and particular narratives that, in many cases, are disconnected from the socioeconomic dynamics of the Southwest region of the department of Antioquia, making it essential to propose and activate a model of administrative governance of the territory given to the Province so that its harmonious development brings benefits and development for all parties. If there is no model to advance in the governance of the territory, the fears of many who have warned that a heritage of these characteristics, with about 600 hectares, more than a solution for economic development for the region, could become a problem for the municipalities of the sixth category, which do not have the financial, technical or administrative muscle to materialize all possible scenarios, within the framework of their local development plans, which are the current legal tool to invest in their territories. Its objective is to guide these organizations in identifying and managing international resources to contribute to territorial development. International Cooperation has been transformed and reinforced by multilateral initiatives such as the Istanbul Principles and the Sustainable Development Goals (SDGs) and has evolved to increasingly involve organized civil society, the private sector, and communities. In Colombia, cooperation has reached record numbers, although it faces challenges due to its classification as an upper-middle-income country and decisive foreign policy changes in traditionally cooperating states, which could reduce official assistance. The guide aims to help second-tier social organizations manage international resources by describing international cooperation guidelines and offering alternatives for resource management. Hence the importance given to the review of its main proposals and approaches, which have made it possible to identify analytical categories, concepts, and key propositions, which feed reflection on local and regional development, and to identify the called Social Glue that support the case of the Department of Antioquia as a potentially successful reality in terms of regional development. That review would allow to highlight the prominence acquired by the new theoretical approaches, which are characterized by a new unit of reference on development, territories, its integral conception, the consultation of various dimensions of development: social, environmental, institutional and human, while it became involved with outstanding problems associated with the lack of development: unsatisfied needs, inequalities, high levels of unemployment, poverty and hunger, aspects that allowed adopting the concept of endogenous development as an analytical reference to address the problem territorial development. Based on the use of its own analytical categories, concepts, propositions and proposals for the treatment of local and regional realities, the research accommodates in the endogenous territorial development, conceptual and theoretical support for the development proposal based on Social Glue. The context for introducing progress in Colombia’s case was the revision of the 1991 Political Constitution, which provides significant institutional development and has become a determining factor in political, economic, and social transformation processes that revitalize the territories. Likewise, we were able to make a balance of the country in the last 30 years. These advances were to materialize in strategic planning efforts in the region, which provides us with three outstanding experiences: PLANEA, the Subregional Strategic Plans and the Special Districts, in which the five triggers for development in the territory are evidenced, described in the final part of the text, and from which the fundamental elements -Social Glue- of the development of Antioquia and its subregions would be extracted. The Social Glue was approached from the conceptual definition, their understanding and relevance, the level of empowerment and internalization in the planning experiences and the way in which they support the advances of transformation of the territories of Antioquia.
