    Against the Odds: Community forestry in the San Lucas Mountains, Colombia

    Community forestry can reduce deforestation, protect tropical biodiverse hotspots, and support the livelihoods of rural inhabitants, but only under the right conditions, e.g., well-defined property rights, enabling regulation, supportive bureaucracies, robust community institutions, and a peaceful environment in which collective action is possible. Since forest-rich regions often lack such auspicious circumstances, in this article, we ask whether community forestry may still be effective when they are missing and, if so, under what conditions. Using fuzzy-set Qualitative Comparative Analysis, we analysed the practices and organisational arrangements of eleven communes (veredas) on the western slopes of the San Lucas Mountains, in northern Colombia, characterised by a weak state presence and the chronic influence of non-state armed groups. Our findings suggest that communities can achieve low deforestation rates and promote forest regeneration when they meet three conditions: legitimate environmental leadership, support from external partners, and sustainable values and practices in relation to the natural environment. This article expands our knowledge of the conditions that make community forestry more effective in curbing deforestation and forest degradation. It provides actionable advice for civil society and local organisations that want to reduce deforestation and support vulnerable rural communities even when the ‘right’ policies and institutions are absent.

    Among the areas most affected by the armed conflict in Medellín is Comuna 8, also known as Villahermosa. Here, due to the presence of various armed actors, a particular relationship has developed between state institutions and civil society that has lasted until the present day, in what could be called the post-conflict stage. This paper seeks to explore this relationship and to give an account of one of the reconciliation experiences that have taken place in the territory and that has managed to meet needs that should initially be satisfied by the State through community work. For this purpose, it will approach the historical situation of the State in Villahermosa through the analysis of the natural catastrophe that occurred in 1987 and the consultation of bibliography on the State in Colombia; in addition, it will account for the experience of the Camposanto Corporation in Villatina through two interviews carried out with reinserted members of the AUC. The above in order, first, to understand the construction of the State in the country, which is far from the European experience and theory on the State and, second, to show citizen processes that can serve as references to solve public problems and to go through the current situation of disarmament and reinsertion of the FARC

    For several years, there has been criticism regarding the intervention or omission of the United Nations in international armed conflicts, and it has even been accused of corruption and negligence by the victims themselves in several disputes in which this organization has failed to intervene and by States that have been harmed by such omissions. While it is true that the UN was created to maintain international peace and security, it has been possible to identify how the failure to act in some conflicts has led to more violence within them, causing violations of Human Rights and International Humanitarian Law.

    La violencia sexual como arma dentro del conflicto armado : específica referencia del delito de esterilización forzada

    Sexual violence has been part of armed conflicts throughout human history. Occasionally perpetrated as a final act of humiliation against the losing side, in other occasions as a vengeance of similar acts, sometimes as a terror strategy used on civilian population to create more chaos in the middle of a conflict. The term is used to characterize forced sexual acts, using coercion, power abuse or psychological violence. It can affect men, women, girls, boys and teenagers. Its execution makes part of a general abuse and violence context, which includes murder, kidnapping, child reclutement, looting, etc. This sexual violence in armed conflicts includes: "rape, sexual slavery, forced prostitution, forced pregnancy, forced sterilization, forced marriage and all other ways of grave sexual violence against women, man , girls or boys, who have a direct or indirect bonding (temporal, geographic, or causal) with conflict ".3 Sexual violence is a multifunctional weapon of war, its use allows reaching different goals: domination, regulation, silence, getting information, punishment, expropriate or exterminate those who are considered enemies, until rewarding or unite the group that committed.4 Sexual violence has been used strategically in the armed conflict in Colombia in different ways, including forced sterilization. This paper presents a conceptual framework on the forms of sexual violence and then focuses on the analysis of the crime of forced sterilization provided for in Article 139B of the Colombian penal code and concludes with a series of recommendations on different aspects of this regulation.

    Mujeres que abrazan la esperanza : movilización social femenina y reconstrucción del tejido social en Granada y San Carlos (2005- 2019)

    This article analyzes the conditions that allowed the mobilization of women from Granada and San Carlos for the reconstruction of the social structure in their territories between 2005 and 2019. From the conceptual approach of the local turn in peacebuilding, this study allowed to understand the social movements, as processes that helped the communities to overcome the conflict, to build scenarios of peace and to rebuild the social structure affected during the Colombian war. Thus, the question that guided the analysis was: Which conditions allowed the mobilization of women of Granada and San Carlos for the reconstruction of the social structure of their territories (2005 to 2019)? There were four conditions that allowed the mobilizations:, the acquisition of capacities to call people, participation, leadership and community intervention and the achievement and mobilization of resources.

    Mujeres rurales y participación en los Programas de Desarrollo con Enfoque Territorial (PDET) : el caso del municipio de Remedios

    The Programas de Desarrollo con Enfoque Territorial (the Territorial Development Programs, PDET for its acronym in Spanish), created within the framework of the 2016 Peace Agreement, were conceived as a critical tool to promote citizen participation in the regions most affected by the armed conflict, with a particular focus on the inclusion of rural women. The present work aims to analyze the contribution of these programs to the effective participation of rural women in the municipality of Remedios, identifying barriers and opportunities for their participation in decision-making scenarios. Through a qualitative methodology, which includes surveys and semi-structured interviews with rural women and critical actors, the research reveals that, although the PDETs have created formal spaces for participation, the influence of women in decision-making remains limited and, in many cases, is just symbolic. The study's contribution lies in analysing the dynamics of female involvement in post-conflict contexts, providing recommendations to strengthen the mechanisms that allow a true transformation in gender equity and the leadership of rural women.

    Pensar en la niñez rural de Colombia requiere entender unos tejidos sociales en transformación, que se entretejen con problemáticas como la desigualdad, el conflicto armado y la insuficiencia de acceso a servicios básicos, condicionando el acceso a la educación. En la actualidad solo el 1,8% de la población rural ha obtenido un título universitario. Promover experiencias de aprendizaje más integrales y contextualizadas en la ruralidad ayudará a resarcir la deuda histórica que se tiene con el campo.
