    ¿Cómo aumentar la participación ciudadana en los procesos de rendición de cuentas en los municipios de Guarne y El Santuario - Antioquia?

    This document addresses the problem of low citizen participation in public meetings regarding the use of public funds for The Municipalities of Guarne and El Santuario, located in Oriente Antioqueño. It documents the current state of these meetings (low participation) and proposes alternate solutions based on feedback from semi-structured interviews with the three main actors of these two localities: (1) representatives of civil society, (2) members of municipal cabinets and (3) councilors. In this sense, this work aims to better understand the issues and propose strategies to adequately intervene in them, seeking to increase citizen participation in these public meetings which could be used in other similar municipalities.

    Definición del proceso de obras por la administración en la secretaría de infraestructura física del distrito de Medellín

    This research arises from the need to design a process that regulates the traceability of works executed under direct administration by the Medellín District. Its main objective is to highlight the importance of adequately documenting the maintenance interventions in public spaces, which are crucial for the city. This new process is intended to become a management tool that facilitates actions in accordance with public management policies, such as institutional planning, integrity, transparency, and internal control guidelines. For its development, the Integrated Public Management Model (MIGP) was taken into consideration, as it incorporates public management policies and enables public entities and organizations to focus their management on results, addressing community needs and solving problems. The initiative for this new process emerged from the author's need, which, as a public servant, is responsible to lead activities for the Medellín District that, until the completion of this research, were not visible to the district administration. The process resulting from this research is summarized in a management tool consisting of two components: a scheduling and control matrix and a Power BI dashboard. These complementary components compile and visualize the information in the form of concrete and relevant data that had not been previously monitored or managed by the administration. These data and indicators reveal the significant importance of these works executed by the Secretariat of Physical Infrastructure of the Medellín Mayor’s Office, using its own resources such as heavy machinery and transportation, materials, and official workers' crews. The implementation of this tool facilitated carrying on a concrete analysis of the management of works under direct administration, enabling leaders and executives to support operational and managerial decision-making; likewise, it will allow the district administration to take relevant information from these new data sources for accountability reporting that, as a public entity, it applies to the different stakeholders.

    This study designs and implements a digital dashboard to monitor Remedios, Antioquia’s Municipal Development Plan, addressing unsystematic goal tracking, fragmented budget data, and limited visualization. By automating monitoring, centralizing data, and generating alerts, it enhances accountability and efficiency. Its modular architecture and three indicators—goal achievement, budget execution, and performance analysis—are deployed in three phases to foster data-driven governance.

    Los criterios ESG en las sociedades mercantiles colombianas : su origen histórico y trayectoria a la luz de los desarrollos en el panorama internacional

    The integration of ESG criteria in the business sphere is promoted as a key tool to ensure sustainability and competitiveness in a global context that demands greater transparency and corporate responsibility. This idea has resulted from a historical construction of the ESG concept, where a clear evolution of certain voluntary frameworks is identified up to their incorporation into regulatory frameworks, with the most recent example being Directive 2024/1760 of the European Union on sustainability due diligence. This has significant practical consequences, such as the coexistence of multiple ESG criteria, compliance with which could be leading to adaptation difficulties for companies. Following this trend, Colombia generally identifies a central body of ESG regulations that is being issued by the Financial Superintendence and the Superintendence of Companies, with a broad reference to frameworks and information standards from international professional organizations, all of which poses challenges in legal matters and also a different operation for companies.

    Nuevas estrategias de rendición de cuentas en el sector público : comunicación política para transformar la relación entre Estado y ciudadanía

    This article is based on experiences during the accountability processes in the Antioquia Governor's Office during the 2020–2023 period. Rather than providing a technical overview, it seeks to open a conversation about what accountability truly means in terms of political communication, open government, and citizen participation. It draws on a case study, informed by the author's role as a public servant, which exposes both the progress and the tensions that accompanied this process. It highlights achievements such as the use of digital strategies, the commitment to open data, and increasingly clear public communication. It also highlights gaps that continue to linger, such as the low level of effective citizen participation, despite the efforts. The article proposes thinking of accountability not only as a legal requirement, but as a communicative, symbolic, and emotional act, as a bridge between the institutional and the human. It can use strategies to increase citizen engagement through gamification, as a tool with the potential to renew current formats, bring people together, and help rebuild trust in institutions. Ultimately, this article is an invitation to rethink our ways of practicing democracy through everyday public management, in order to contribute to the debate on how to strengthen democracy through the everyday practices of public management.

    The main objective of this work is to know the degree of implementation of the public accountability policy (CR) in three municipalities of Antioquia: Envigado, Turbo and Granada, which have a categorization of 1, 4 and 6 in the categorization scale of the Colombian municipalities -- To do this, a descriptive analysis is made with three variables: accountability, social responsibility and public action instruments -- There is evidence of compliance with the first two variables in terms of Social Responsibility (SR), while the third allows the evaluation of the implementation of the public CR policy in the municipalities under study -- As components of the post-New Public Management management model, the aforementioned categories allow the strengthening of democracy and political feasibility in territorial entities -- In this order of ideas, one of the duties of these entities is to empower citizens in the appropriation of participation spaces (vertical and diagonal accountability)
