Given the evident scarcity of non-renewable natural resources, the different municipalities of the department and the country have found it necessary to bet on the consolidation of sustainable productive activities, among which tourism stands out. One of these municipalities has been El Carmen de Viboral, a territorial entity that is working on the scheduling and construction of authority and planning instruments that help tourism emerge as the main dynamizer of the local economy. For this, of course, it has been necessary to start from the recognition of a series of limitations that have slowed down this progress, such as, for example, the issue of political wills, the little appropriation of the territory that is evident in the inhabitants and the insufficient implementation of the instruments existing. Facts that undoubtedly, as will be seen in the work, represent the starting point for the formulation and implementation of new, more effective actions in the fulfillment of the purpose.
