Resumen
There is a large administrative discretion recognized by the Colombian legal system to environmental protection agencies, allowing them to impose obligations to those granted with an environmental license. Through different legal mechanisms agencies can limit the licensees' capacity to defend their interests and to controvert administrative decisions imposing new obligations. This study argues for a balance between an effective protection of the environment and rules providing legal certainty to those entitled to carry out projects involving the use of natural resources.
