Entre políticas y olvido: análisis de las tensiones entre actores relacionados con la intervención pública en el barrio Prado, territorio patrimonial de Medellín, entre los años 2015 y 2018

Resumen
The process in which it is intended to create an intervention agenda in the neighborhood Prado in Medellin has as a center key topics such as the heritage, the cultural sphere and the economic exploitation. Facing the mentioned scenario, the most relevant actors defend diverse positions and interests. This complex controversy is determined by the concept of “development,” given that according to the way it is perceived by every actor or interest group a different type of intervention is desired in this area. The disjunction about development it is posed in two ways: the first one, associates it at the service of the capital and the economic usufruct; the second one, tend to privilege the symbolic actions taking as a starting point the construction of the territory´s meaning and the exercises of the citizenship by vindicating the site as a place of memory and heritage for all the city.

El proceso mediante el cual se pretende crear una agenda de intervención para el barrio Prado de la ciudad de Medellín, tiene en su centro temas clave como: el carácter patrimonial, la esfera cultural y la explotación económica; frente a este escenario, los actores más relevantes y decisivos defienden posiciones e intereses diversos. Esta compleja controversia está determinada por el concepto “Desarrollo”, dado que, según la forma como cada grupo de interés o actor lo concibe, señala el tipo de intervención que considera deseable. La disyuntiva sobre el desarrollo se plantea en dos sentidos, el primero, lo asocia en función del capital y el usufructo económico, el segundo, privilegia lo simbólico a partir de la construcción del significado del territorio y el ejercicio de la ciudadanía, reivindicando el espacio como un lugar de memoria y patrimonio para la ciudad
