Estudio de prefactibilidad para la producción y comercialización de cannabis medicinal en Colombia bajo la norma NTC 6511:2021, por medio de la metodología ONUDI

This document records the methodology proposed in a pre-feasibility study to define the implementation of a medicinal cannabis crop in the municipality of Marinilla, Antioquia. For this, we began by contextualizing the origin of medicinal cannabis, the problems that its use has raised and the parameters that this implies. All from a regulated point of view under the political, social and economic regulations in global and national levels, considering the different regulations issued by the Government of Colombia from Law 1787 of 2016, which regulates the cultivation, production and marketing of cannabis for medicinal and research purposes that was used as support to carry out the pre-feasibility study under the ONUDI methodology with good practices agricultural as established in NTC 6511: 2021.
The business strategy was managed based on the stated objectives, which were used as a starting point for the conceptual frameworks that guided the construction of the methodological design and the definition of parameters that indicate the type of study to be carried out, the mode of development and finally the procedure that led to the analysis of the results, because it is an ascending industry in the national market is governed by a large number of regulations, as well by social and political guidelines. However, by integrating with the NTC 6511:2021 into the pre-feasibility study, the environmental analysis and the impact that this type of crop generates in terms of CO2 emissions and water consumption takes on great relevance, and how this affects the area where it is grown. will execute the project, so this component was crucial to give continuity to the market analysis and the technical study.
Finally, by consolidating all the information and translating it into the financial analysis, the viability of the study could be determined. At this point, the political and economic volatility that the country is going through is considered, considering variables such as the price of the dollar, inflation, the growing medical cannabis market, among others, situation that considerably influences various financial parameters, affecting the results of the cash flow of both: the investor and the project. Given the volatility of the variables, the least optimistic path was chosen and the most challenging scenarios for the national economy were assumed. All projections are made based on the product cycle, which is 5.5 months, taking into account the depreciation of the equipment over its useful life according to the indications and technical recommendations of each one.
The size of the investment and the risks represented by the market and the conditions mentioned above, two cash flows were made; one for the investor and another for the project, with which the scenario with leverage of the financial system or with the investment of own resources can be determined, both scenarios showing satisfactory projections of profitability.

El presente documento registra la metodología planteada en un estudio de prefactibilidad para definir la implementación de un cultivo de cannabis medicinal en el municipio de Marinilla, Antioquia. Para esto, se comenzó contextualizando sobre el origen del cannabis medicinal, las problemáticas que ha planteado su uso y los parámetros que esto implica; todo claro desde un punto de vista regulado bajo la normatividad política, social y económica a nivel mundial y nacional, considerando las diferentes normas expedidas por el Gobierno de Colombia a partir de la Ley 1787 de 2016, con la cual se reglamentó el cultivo, producción y comercialización de cannabis para fines medicinales y de investigación que se usó como respaldo para realizar el estudio de prefactibilidad bajo la metodología ONUDI con buenas prácticas agrícolas según lo establecido en la NTC 6511:2021.
La estrategia empresarial se manejó con base a los objetivos planteados, los cuales se utilizaron como punto de partida para los marcos conceptuales que guiaron la construcción del diseño metodológico y la definición de parámetros que indicaron el tipo de estudio a realizar, el modo de desarrollo y, finalmente, el procedimiento que dirigió al análisis de los resultados, que por tratarse de una industria ascendente en el mercado nacional se rige por un gran número de normas, así como por lineamientos sociales y políticos; sin embargo, al integrar la NTC 6511:2021 al estudio de prefactibilidad, toma una gran relevancia el análisis ambiental y el impacto que este tipo de cultivos genera en términos de emisión de CO2 y de consumo hídrico, y cómo esto afecta la zona donde se ejecutará el proyecto, por lo cual este componente fue crucial para dar continuidad al análisis de mercado y al estudio técnico.
Finalmente, al consolidar toda la información y plasmarla en el análisis financiero, se pudo determinar la viabilidad del estudio. En este punto, se consideró la volatilidad política y económica que atraviesa el país, considerando variables tales como el precio del dólar, inflación, el creciente mercado del cannabis medicinal, entre otros, situación que influye considerablemente en diversos parámetros financieros, afectando esto los resultados del flujo de caja tanto del inversionista como del proyecto. Dada la volatilidad de las variables se optó por el camino menos optimista y asumir los escenarios más retadores para la economía nacional. Todas las proyecciones se realizan con base al ciclo de producto que es de 5,5 meses, teniendo en cuenta la depreciación de los equipos en el tiempo de vida útil según las indicaciones y recomendaciones técnicas de cada uno.
Por el tamaño de la inversión y los riesgos que representa el mercado y las condiciones mencionadas anteriormente, se realizaron dos flujos de caja: uno para el inversionista y otro para el proyecto, con lo cual se puede determinar el escenario con apalancamiento del sistema financiero o con la inversión de recursos propios, mostrando ambos escenarios proyecciones satisfactorias de rentabilidad.
