Resumen
En Colombia, los departamentos se financian mediante recursos propios y mediante transferencias del Gobierno nacional. Las diferencias en cómo obtiene estos recursos cada departamento implican que los cambios en la política fiscal territorial del país pueden tener impactos muy distintos en cada región. A futuro, es crucial fortalecer la igualdad entre las regiones a la vez que se incentiva su autonomía fiscal, de manera que el gasto público se pueda orientar a atender las necesidades específicas de la diversa geografía nacional.
In Colombia, departments (each one of its thirty-two administrative divisions) are financed through their own resources and through transfers from the national central government. The differences in how each department obtains these resources mean that changes in the country's territorial fiscal policy can have very different impacts in each region. Going forward, it is crucial to strengthen equality between regions while encouraging their fiscal autonomy, so that public spending can be targeted to address the specific needs of the country's diverse geography.
