In the analysis, we used data on first-year enrollments from the Ministry of National Education between 2000 and 2018, information from the Ser Pilo Paga program, which awarded higher education scholarships in high-quality accredited institutions between 2015 and 2018, and the Colombian labor information registered by the Ministry of Labor. For the empirical analysis, we performed panel regressions of data at the municipal and annual level, with fixed effects in both directions, which allows us to control for the fixed unobserved heterogeneity for each municipality over time, and fixed for all municipalities in each year. The results suggest that in the face of increases of 1% in the population between 15 and 19 years of age, the offer of tertiary education programs and enrollment have increased at all educational levels, but mainly at the technical and technological level, and in non-accredited institutions of the country. The Being Pilo Pays program increased the offer in university programs and enrollment in programs of accredited institutions in the country.Publicación Do teaching practices determine students’ socio-emotional skills and educational aspirations?
