    The growing challenges of mobility at the national level—particularly regarding efficiency, sustainability, and safety—require urgent responses to ensure quality of life for urban populations. Climate change has added an additional layer of complexity, demanding that transportation systems not only be efficient but also resilient. This thesis proposes a methodological framework for managing climate resilience in the operation of mass transit systems, with a focus on the Aburrá Valley in Colombia. Using the H and M lines of Medellín’s aerial cable system as a case study, this research identifies the key economic, social, and environmental factors that influence climate vulnerability in the area. The methodology outlines the stages necessary to assess risks, implement treatment and control strategies, and estimate the avoided costs resulting from proactive climate risk management. The study contributes to the development of tools that support climate adaptation in urban transport, strengthening continuity and sustainability in the face of extreme weather events.
