However, in developing countries like Colombia, this process does not progress with the necessary speed or appropriate methods. Through a literature review and a survey conducted in 30 public hospitals in the Department of Antioquia, technological adoption issues and the lack of a guiding framework were identified. In response to this situation, a five-phase reference framework—Evaluation, Prioritization, Sequencing, Planning, and Monitoring—is proposed, incorporating tools such as evaluation matrices, prioritization schemes, and KPIs to guide a progressive and flexible adoption process. The technological adoption framework was designed in alignment with the Colombian normative models MRAE, MGGTI, MSPI, and MGRSD. To verify the framework's functionality, a use case was developed at Hospital San Miguel, demonstrating how it guides each phase to lead the hospital from an initial level of technological adoption to higher levels. Health institutions can develop similar use cases using the proposed framework, thereby facilitating an orderly and adaptable technological adoption that meets their specific needs. Finally, the framework was validated through a survey directed at IT managers and executives of public hospitals in Antioquia, who expressed positive acceptance and recognized its utility for identifying and addressing technological gaps.
