    The Ciudadela Metropolitana Maternal and Child Hospital, located in the municipality of Soledad, was created by the Soledad Municipal Council under Agreement 005 of August 23, 2000. Since then, its mission has focused on providing comprehensive, differentiated, safe, and humane primary healthcare to patients, their families, and the community. It seeks to guarantee high professional quality—through the comprehensive management of its processes—and social responsibility—through the transmission of knowledge that contributes to healthy lifestyles. This institution has made efforts to develop projects to secure funding from the municipality, the department, and the national government. One such effort is the Fiscal and Financial Recovery Program (PSFF), implemented between 2016 and 2020. Given that projects of this nature continue to be developed today, it is pertinent to analyze the lessons learned during the execution of this program. Furthermore, the hospital has not implemented efforts to identify, analyze, and document lessons learned. Therefore, this work serves as a reference, not only for this institution’s future projects, but also for other territorial entities or hospitals throughout the country that face similar situations.
