Faced with the scenario of governing with the public, with citizens who deliberate, nowadays public administration requires that the analysis of projects included in development plans, as well as those of public policies, apply theoretical and methodological techniques and instruments that transcend the evaluation of formulation and results. In this work, we take up an epistemological and constructivist that privileges rhetoric in the process of designing proposals that respond to public problems, granting public problems, giving relevance to the reality understood as a social construction, through the as a social construction, through narration, and relative, since each actor can observe it differently. may observe it in a different way. A general description is given of the main results of the institutional and social participatory exercise of constructing a subregional narrative based on the following a subregional narrative based on the identification of strengths and challenges of eastern Antioquia in the area of agriculture and livestock. Antioquia in terms of agriculture and livestock after the implementation of the Agroindustrial Business Fund "Antioquia". Agroindustrial Business Fund "Antioquia Siembra". To this end, the Critical Discourse Analysis (Fischer) is proposed as a basis for the recognition of the reality of different actors, with homogeneous or dissimilar different actors, with homogeneous or dissimilar identities and evaluations, as contributors to public to public management in the strengthening of the competitiveness of this sector

Retorno Social de la Inversión (SROI) en un estudio de caso para una empresa exportadora de café
(Universidad EAFIT, 2025-12-05) Silva Hernández, Paula Alexandra; Plazas Romero, Rudy Lizeth; Álvarez Ochoa, Claudia Patricia
This study examines the Social Return on Investment (SROI) of four projects implemented by a coffee-exporting company in Colombia: producer certification, home gardens, water filters, and reforestation. Using a documentary approach and integrating the Theory of Change, the IRIS+ framework, and the SROI methodology, the analysis defined the key stakeholders, relevant outcomes, and their monetization through financial proxies derived from reliable secondary information. Attribution, deadweight, displacement, and drop-off adjustments were applied to estimate the social value generated by each project. The results reveal differentiated impacts depending on the type of project. The producer certification initiative generated the highest net social value, with COP 140,995,391.04, resulting from the increase in income associated with adopting international sustainability standards. Home gardens contributed COP 56,448,000 due to their impact on food security and the protection of household finances. Water filters generated COP 7,537,600 through improvements in health and access to safe drinking water. Reforestation added COP 9,979,200, although its influence is partially undervalued because ecosystem services are difficult to monetize. The combined SROI of 0.89 indicates that the projects create a meaningful level of social value, although below the total investment made. The study provides evidence of the importance of integrating economic, social, and environmental interventions, and positions SROI as a key tool for corporate sustainability management and reporting.
