In order to develop the evaluation of the income and expense budget, a consolidated list of the 91 official educational institutions in the city for the years 2016 to 2018 was made, as well as a consolidated list of the resources from the balance of own resources and free education for the years 2017 to 2019. For this, the instruments used for budget allocation are characterized by the plans, programs and projects which were evaluated during the periods 2016 to 2022, revealing the place that citizen coexistence has received in its implementation. To achieve this, a qualitative methodology was used, including the collection of normative data, interviews with key actors, and thematic analysis. The results highlight the importance of inter-institutional coordination, the acquisition and distribution of medical equipment and vaccines, and the implementation of communication and tracing strategies. It is recommended to strengthen the response capacity for future pandemics by improving health infrastructure and continuously documenting lessons learned. Limitations included the lack of resources in some regions and the need for better coordination. The originality of the study lies in its comprehensive and detailed approach to pandemic management in a specific context.
