Ítem Análisis de las acciones de monitoreo en el servicio de acompañamiento a familias del Programa Nacional Cuna Más, en el distrito de Namora- Cajamarca, para el mejoramiento de la atención a la primera infancia durante el año 2015(Universidad EAFIT, 2021) Martos Huamán, Elisa; Vargas Sáenz, Mario EnriqueMonitoring is a key process in the execution of social programs, it allows monitoring and verifying the fulfillment of goals and objectives, and implementing mechanisms for improvement and adaptation of the intervention, this is how the National Cuna Más Program has been readjusting some actions to overcome the gaps in child development in children under 3 years of age, through its two services: Nursery and Family Support (SAF). The investigation focuses on the SAF, Namora district, Cajamarca province; in order to analyze the follow-up actions, socialization of results and usefulness in decision-making in 2015; considering the implementation of technical guidelines. The type of research is qualitative, using interviews and focus groups with Program collaborators, authorities and users' families, to find out their perception, opinion and expectations. Based on the research, it is determined that the SAF monitoring is designed, regulated and executed, in a leading manner, by the headquarters team (Lima). In the execution, the team of the Territorial Unit and to a lesser extent the community actors, made up of Management Committees and Vigilance Councils, also participate in some way. The socialization of the monitoring results is carried out with the teams responsible for Lima, specialists and only with some technicians and / or community companions, but not with community actors. The results of the follow-up are translated into the reassignment of personnel by Management Committees, prioritization of messages about care and learning practices, application of new cards to measure the growth and development of the child, and reorientation of the budget for the implementation of the Nursery Centers. Few community actors are aware of follow-up actions; For this reason, it is recommended to share actions and follow-up results with all SAF actors, since the users themselves must be active agents of change; taking into account the development of an effective communication strategy at the national level, so that the program complies with the co-management guidelines.Ítem Análisis de las estrategias de comunicación institucional en los municipios de Rionegro, La Ceja y La Unión : un estudio y diagnóstico de sus concejos municipales(Universidad EAFIT, 2022) Arango Cardona, Paula Andrea; Bedoya Cardona, Catalina María; Henao Londoño, Robinson; Restrepo Echavarría Néstor JuliánThe following research aims to analyze the incidence of citizen participation and trust in the corporations of the municipal councils of Rionegro, La Ceja and La Unión, taking into account the characteristics of each municipality and the importance of strengthening the relationship with citizens from the public institutions. This research presents a historical journey regarding the municipal councils in Colombia, and its updated functionality in three municipalities of Eastern Antioquia in which an analysis is carried out regarding the legitimacy and trust in these corporations. The municipal councils are legitimate according to the constitutional precepts and regulations from the law 136 of 1994; through the application of qualitative and quantitative tools, it is possible to find that these corporations recognize the loss of confidence in public institutions due to the triggering of factors such as acts of corruption in the Colombian scenario, in addition, an inalienable relationship is identified between the municipal councils, the public communication and citizen participation. It is expected from the research, carried out through surveys of citizens and interviews with council members, to propose an effective communication model for strengthening the relationship with people, which enhances the management of strategic information and communication processes of municipal councils, encourage participation, and legitimize them as an institution. On the other hand, authorship and participation are titles of imputation of the crime that allow to graduate the intervention, according to the contribution that the subject provides in the production of the crime. This article analyzes whether the special duty of guarantee is always the basis of authorship or whether it is possible to distinguish between authorship and participation by omission. In a first part, the different notions of legitimacy and the convenience of applying the principles of transparency and deliberative democratization to the administrative functions are exposed. In this regard, it will be argued that the principle of transparency constitutes one of the prerequisite for a deliberative conception of democracy and public administration. In a second part, on the light of this theoretical framework, the procedure of previous and public consultation for administrative rulemaking created by article 8.8 of the CPACA and regulated by Decree 270 of 2017 will be analyzed. It will be argued that the existing regulation of this procedure left some gaps that might be filled with some systematic interpretations to guarantee it democratic and deliberative effectiveness. © 2020 Romanian Astronomical Journal. Doing that, the article uses a comparative law, a systematic interpretation and a jurisprudential approach to propose some de lege ferenda and de lege data interpretation on the figure. The thesis aims to hold is that from the existing legal framework it is possible to preach the existence of the figure form certain regulations, but also in a generic form in the light of the provisions of Article 8.8 of cpaca. However, due to the imprecise way the consultation was regulated there will be desirable that the legislative branch develop it in more detail manner in the near future or the Consejo de Estado as the Colombian supreme court on this particular issue defining in a unified way the scope of the public consultation. The analysis was based on primary and secondary sources and a methodological process of logical framework and participatory workshops to build the problem tree and the objective tree. Thecentral problem was defined as "socioeconomic backwardness of the agricultural sector, families, organizations and peasant producers in the Municipality of El Carmen de Viboral", of which five (5) major causes were highlighted: deterioration of productive conditions of the agricultural sector in the municipality, low access to credit, subsidies and support programs for agricultural production, accessto technological developments for the agricultural sector, deficiency in road infrastructure and equipment to support distribution and marketing and lack of social protection of peasant producers. In relation to the analysis of objectives, it was defined together with the communities that it is necessary to orient municipal policy towards the "social and economic equality of the agricultural sector, its producers, families and peasant organizations in the Municipality of El Carmen de Viboral." To advance in this direction, five (5) alternatives are proposed: efficiently implement the service of energy to bus, generate conditions that contribute to improving the productivity of the agricultural sector, facilitate access to technological developments for the agricultural sector, provision of equipment, infrastructures and services that allow improving distribution processes and marketing of agricultural products and finally, improving social protection services for farmers. To this end, it answers the research questions: what is governance? How does it differ from governability and open government? , what should be measured by governance and how should it be measured? The research design proposes a literature review to distinguish between governability, open government and governance and establish what and how governance is measured. The methodology establishes the conditions of the indicators (declarations of their purpose, description, relevance, formula (s), unit of measurement, sources, periodicity and complementary information of a qualitative nature) and indexes from the public governance approach. The main finding consists of the formulas of the indicators and their aggregation in a governance index, based on their characterization and distinction with governability. The originality and value of this contribution endows the agencies, projects and social and political agents involved in the definition and execution of public policies with an evaluation instrument replicable in any democracy. The World Value Survey data (WVS, 2010- 2014) show that in Latin America the percentage of volunteers varies significantly from one country to another, such that in Colombia 65% carry out volunteer activities, compared to 23% of Ecuador. While volunteering has been widely studied in AngloSaxon and European countries, there are hardly any studies for Latin America. The main contribution of this work lies precisely in expanding the knowledge of the factors that influence the decision to volunteer in the different countries of Latin America. The WVS data allow us to carry out an analysis that controls two levels of aggregation: individual and country. Our results highlight the positive relationship between income and education with affiliation and participation in the third sector. Since it is found that volunteering is a tool to improve the human capital and social capital of citizens, it would be desirable to establish public interventions that encourage volunteering among people with fewer resources or at risk of exclusion.
