Ítem El acto legislativo 02 del 2020 : ¿una modificación al ordenamiento territorial colombiano?(Universidad EAFIT, 2021) Alzate López, Sebastian; Zuluaga Gil, RicardoPublicación Adolescencia, futuro y desarrollo territorial : diseño de un instrumento que permita la convergencia de la visión de futuro de los adolescentes rurales y los procesos de transformación y desarrollo territorial, caso de estudio : Provincia Cartama(Universidad EAFIT, 2020) Gaviria Agudelo, Angélica; Jaramillo Escobar, Ana María; Muñoz Zorzano, Bernardo IgnacioPublicación Alternativas de asociatividad territorial para la subregión del Oriente Antioqueño : análisis de viabilidad frente a la implementación de nuevos esquemas de integración en el Valle de San Nicolás(Universidad EAFIT, 2021) Zuluaga Rivillas, Carlos AndrésThe present paper focuses on analyzing the keys to territorial associativity among the municipalities of the Eastern Antioquia subregion, especially those located in the Altiplano area, or also called the San Nicolás Valley, namely: Rionegro, La Ceja del Tambo, El Retiro, La Unión, El Carmen de Viboral, Guarne, San Vicente Ferrer, Marinilla and El Santuario. Within these keys, an attempt will be made to understand the successes and failures of these integration dynamics, making an analysis of the characteristics of the schemes that today are formed and in which these municipalities are associated. Three new integration alternatives are proposed to can be explored in the subregion; one of them, a scheme that has already been debated without materializing, such as the initiative to create a Metropolitan Area in the Eastern subregion; in addition, this paper proposes the exploration of figures that have not yet been discussed within this scenario, such as the possibility of creating a Planning and Management Region (RPG for its acronym in Spanish), or creating a special regime figure that resembles the newly created Metropolitan Region of Bogotá. On each one, a feasibility analysis will be carried out both from the legal point of view -according with the content of the Colombian legal system- and from the political point of view, since the formation of a Territorial Associative Scheme depends largely of the will of the decision makers.Publicación Alternativas de financiación complementarias para fortalecer el funcionamiento de los Esquemas Asociativos Territoriales -EAT(Universidad EAFIT, 2023) Medina Gaviria, Andrea Fernanda; Ochoa Tobón, Luis CarlosThis work aims to improve the financing of the operation of Territorial Associative Schemes in Colombia, which are associations between territorial entities to promote integration and achieve common development objectives. The focus is centered on looking for expanding existing sources of funding with complementary alternatives from the national government to develop the operational and administrative capacities of the Territorial Associative Schemes. The prospective analysis of public policy is based on three key elements: the relationship between the financial regime of territorial entities and their financial capacity; the relationship between the financial capacity of the Territorial Associative Schemes and their competitiveness and organic strength; and complementary alternatives for financing the functioning of the Territorial Associative Schemes. The study is carried out through the analysis of current regulations, the collection of technical information with central government entities, and interviews with former directors of territorial associative schemes, with the aim of improving the financing of the Territorial Associative Schemes in Colombia. Adicionalmente evalúa, desde una perspectiva arquitectónica, un proyecto de los entregados a los beneficiados de las cien mil viviendas gratuitas tipo VIP (Vivienda de Interés Prioritario), indagando el impacto social donde se perciben aspectos en la calidad de vida de los habitantes en términos de espacialidad y confort al interior de las viviendasÍtem Análisis de la gestión del riesgo en el Valle de Aburrá a partir de los Planes Municipales de Gestión del Riesgo de Desastres y los Planes de Ordenamiento Territorial(Universidad EAFIT, 2022) Toro Gutiérrez, Pedro; Gamboa Ramírez, Marco FidelThe development in this project was an analysis of the articulation of planning instruments for risk management in the municipalities that make up the Valle de Aburrá metropolitan area was carried out, as well as their inter-municipal relationship to address the risk scenarios that compromise bordering areas, in order to make a matrix with a numerical factor that assesses the most important aspects of each instrument and thus discuss them and draw conclusions, in the analysis process it was observed that some municipalities do not relate their planning instruments to the risk management, are done independently and this causes decision-making to change, this lacks are also observed in inter-municipal risk management, which makes it difficult to reduce and prevent disasters that occur in the territory that compromise two or more municipalities.Publicación Autonomía municipal y asociatividad : tensiones y retos derivados del Plan Estratégico Metropolitano de Ordenamiento Territorial (PEMOT) del Área Metropolitana del Valle de Aburrá (AMVA)(Universidad EAFIT, 2023) Toro Cantillo, William OswaldoAbstract Metropolitan Areas are a contemporary paradigm for conurban areas, which generate challenges and tensions for the allied municipalities, based on metropolitan events that affect two or more municipalities. Metropolitan events that seem to go beyond the sphere of municipal autonomy when regulating their territories. It seems that such associativity could imply difficulties of a practical nature when it comes to ordering the metropolitan territory. The metropolitan areas as an entity with legal identity, has a legal framework in the Colombian law, by having as main norm the organic law 1625 of 2013 and in the hierarchical order denoted in the law 388 of 1997, it seems to be in the beginning that they constitute a limiting factor to the autonomy that the municipalities gained with the implementation of the political charter of 1991.Publicación Bosque somos todos : un esquema para evaluar el potencial socioecológico del bosque seco tropical (bs-T) en el desarrollo integral en la provincia de Cartama(Universidad EAFIT, 2020) Gómez Salazar, María Cristina; Moreno Yepes, Daniela; Valencia Sepúlveda, Catalina; Mejía Rivera, Oscar AugustoÍtem Campesinado colombiano y proyectos de desarrollo : entre el espectro del derecho a la participación ambiental y la consulta previa(Universidad EAFIT, 2023) Ruiz Veloza, Manuela; Bustamante Velásquez, José David; Gómez Velásquez, AlejandroPublicación Conflictos por la gobernanza territorial en la Comuna 6 - Doce de Octubre en las últimas décadas: una mirada desde los procesos de planeación local(Universidad EAFIT, 2015) Orozco Arroyave, Luis Fernando; Leyva Botero, SantiagoÍtem Constitucion i ordenanzas de la provincia de Tundama, espedidas por la lejislatura en sus sesiones ordinarias i extraordinarias de 1854 i 1855(Bogotá : Imprenta Echeverría Hermanos, 1855, 1855) Lejislatura Provincial de TundamaPublicación ¿Debería el municipio de Rionegro integrarse al Área Metropolitana del Valle de Aburrá? Implicaciones jurídicas y políticas(Universidad EAFIT, 2023) Acendra Vasco, Maria Camila; Parra Monsalve, Jordy KevinThe present prospective analysis was focused on analyzing the legal and political implications for Rionegro in case of an eventual adhesion of this municipality to the Metropolitan Area of the Aburrá Valley (AMVA), which as a territorial associative scheme seeks to promote and foster development strategies and solid regional processes from a governance perspective; The aforementioned Metropolitan Area includes the municipalities of Barbosa, Girardota, Copacabana, Bello, Itagüí, Sabaneta, Envigado, La Estrella, Caldas and Medellín as the core municipality. Within this approach, we focused on the advantages and disadvantages of this incorporation for Rionegro.Regarding the debates that have arisen in academic environments about some proposals related with associative schemes that can be created and help to promote the regions of Antioquia, a discussion was raised about the strategies for Rionegro and the municipalities of the Near East of Antioquia state or San Nicolás Valley zone, as it is also called, in order to find out the scheme that best suits them for their development, on the desk, we find the possibility to create a metropolitan area in the Near East, however, this has not happened due to multiple political and planning factors; In particular, this scheme has among its detractors, those people who consider that a metropolitan area in the East with Rionegro as the core municipality would favor Rionegro more than other smaller municipalities; likewise, the possibility of establishing a PAP – Province of Administration and Planning with Rionegro as one of the constituent municipalities has been raised, but this idea has not had much echo to date either, since Rionegro favors more the figure of a metropolitan area. Taking into account the above, the initiative on the adhesion of Rionegro to the already constituted Area of the Aburrá Valley is gaining strength, although at the moment this proposal has not yet formalized. The developed prospective analysis is of the utmost importance, for it provides academic reflections to the discussion in the face of situations that may eventually arise around the object of study, which exposes tools to recognize and eventually propose the use of opportunities and supra-municipal capacities between Rionegro and the municipalities that make up the AMVA; the foregoing, based on the analysis of the political and legal dimensions of this intergovernmental relationship. Hence, addressing the legal and political implications of this integration for Rionegro allows an approach with a future projection and helps to establish if this union benefits this municipality and improves its capacities in relation to those currently established; that is to say, if it is possible that this improves their social, economic, academic, environmental sphere, transport infrastructure and citizen security to name a few. In short, it is expected that this work constitutes a source of input that provides solution tools for political leaders who lead association processes and especially for decision makers who find in this scheme an opportunity for territorial regional development.Publicación Determinantes del sector de la vivienda nueva (no VIS) en el Valle de Aburrá(Universidad EAFIT, 2013) Bernal García, Jorge Ignacio; González Villegas, Jorge Mario; García, John JairoÍtem Discurso planificador y la participación ciudadana : el caso del Plan de Ordenamiento Territorial y Santa Elena(Universidad EAFIT, 2008) Saldarriaga Grisales, Dora Cecilia; Maya Salazar, Adolfo LeónÍtem Drones and the International Legal Order. Technology, Strategy, and Long Chains of Action(Universidad de Los Andes, 2015-05) Kleinschmidt, Jochen; Universidad EAFIT. Escuela de Administración. Grupo de Investigación Estudios InternacionalesThe main thesis of this article is that the increasing recourse to the use of unmanned aerial systems in asymmetric warfare and the beginning routinization of U.S. drone operations represent part of an evolutionary change in the spatial ordering of global politics -- Using a heuristic framework based on actor-network theory, it is argued that practices of panoptic observation and selective airstrikes, being in need of legal justification, contribute to a reterritorialization of asymmetric conflicts -- Under a new normative spatial regime, a legal condition of state immaturity is constructed, which establishes a zone of conditional sovereignty subject to transnational aerial policing -- At the same time, this process is neither a deterministic result of the new technology nor a deliberate effect of policies to which drones are merely neutral instruments -- Rather, military technology and political decisions both form part of a long chain of action which has evolved under the specific circumstances of recent military interventionsPublicación El agua como infraestructura social: el caso de Turbo(Universidad EAFIT, 2016) Mejía Gil, Juan Felipe; Roncari, Ivan; Cuesta Mena, Fredys WhiyianssonLos servicios ambientales que presta un territorio son de gran importancia para los asentamientos humanos, que se establecen y generan una alta dependencia de estos, especialmente para las poblaciones de las ciudades pequeñas y medianas, como las que constituyen en gran medida el territorio colombiano, que aún tienen una alta dependencia directa de estos servicios y en las cuales sus dinámicas socio-económicas más importantes giran en torno a estos -- Entre estos recursos fundamentales destaca uno en particular, el agua -- Sobre las fuentes hídricas como océanos o ríos se han asentado a lo largo de la historia las grandes ciudades y a día de hoy es nuestro medio de intercambio económico más importante -- Pero aún con la importancia de estos recursos para la vida humana y el sostenimiento de las ciudades, diferentes procesos generados por la actividad humana tales como la alta y acelerada urbanización que han vivido las ciudades alrededor del mundo, la extracción de estos para procesos industriales o directamente un mal manejo de los mismos, ha conllevado a que se encuentren en gran deterioro y que en la actualidad esta problemática este en la agenda de todos los gobiernos como el reto a futuro de nuestra sociedad -- Pero desde esta perspectiva es importante entender que el problema no es solo del manejo que las grandes compañías o los gobiernos le den a estos bienes ambientales, también está en el accionar del día a día de las personas sobre estos, convirtiendo la problemática medio ambiental en un tema micro social de relación con el entorno, que requiere encontrar soluciones desde las mismas comunidades que dependen de este para ser superadosÍtem Elaboración del plan municipal de gestión de riesgos de desastres naturales del Municipio de Abejorral, Antioquia(Universidad Eafit, 2020) Leal Carreño, Marzia Valentina; Jaramillo Montoya, Manuela; Gamboa Ramírez, Marco FidelPublicación Esquema asociativo territorial en la zona de Hidroituango y su viabilidad legal y política para la consolidación de la gestión supramunicipal(Universidad EAFIT, 2022) Úsuga Montoya, Esteban; Sánchez Lozano, Edith NataliaFrom the general information on the Ituango Hydroelectric Project, Empresas Públicas de Medellín affirms that it is the largest power generation project in Colombia with a contribution of approximately 2,400 MW to the energy system and that it represents one of the most important milestones in Colombian engineering. However, this infrastructure brings with it a territorial management component because it includes municipalities in the north and west of Antioquia, such as: Ituango, Briceño, Toledo, San Andrés de Cuerquia, San José de la Montaña, Valdivia, Yarumal, Peque, Sabanalarga, Buriticá, Liborina, Olaya and Santa Fe de Antioquia. In this context, the territorial entities not only share a reservoir or additional works around Hidroituango, but also have social, economic, cultural and political dynamics, which is why they could consider the possibility of associating to promote regional development. That is why the Land Management Law establishes that "the State shall promote associative processes between territorial entities for the free and voluntary formation of strategic alliances that promote the autonomous and self-sustainable development of the communities" (Law 1454, 2011, art. 9). The specific case of this paper focuses on the analysis of the legal and political feasibility of a Planning and Management Region - RPG, an Association of Municipalities or an Administrative and Planning Province as forms of associativity for the municipalities in the area of influence of Hidroituango. Additionally, the positions of several people in the territories and public institutions are presented regarding the window of opportunity for decision makers to visualize which is the most viable EAT to create in this area.Ítem Estudio, análisis y propuestas de soluciones a la movilidad vial en algunas zonas del Valle de Aburrá(Universidad EAFIT, 2011) Meneses Solá, Luis Carlos; Jaramillo López, Ricardo; Agudelo Ospina, Jhon Jairo
