This thesis develops a comprehensive analysis of project management within Constructora Molino Viejo S.A.S., focusing on the design and proposal of a Project Management Office (PMO) as a mechanism to strengthen internal efficiency and standardize management processes. Throughout the document, theoretical foundations related to project management, organizational structure, maturity models, corporate culture, and strategic alignment between projects, programs, and portfolios are discussed. The research presents the application of the P3M3® model as a diagnostic framework to evaluate the organizational maturity level of the company, considering variables such as benefits management, risk management, resource management, stakeholder management, and methodological practices. Based on data collected through surveys administered to employees and clients, the findings reveal strengths in financial management, client communication, and strategic alignment, along with weaknesses in methodological standardization, risk management, and continuous improvement. The study also presents the proposed organizational structure of the PMO, defining its roles, functions, and key processes. Graphical analyses, maturity assessments, and phased implementation proposals are included, aiming to integrate the company’s organizational culture with a more structured management model. Overall, the thesis provides both analytical and practical insights into how a small or medium-sized construction enterprise can evolve toward a professionalized project management approach that enhances organizational performance and promotes sustainable results.
