Metropolitan events that seem to go beyond the sphere of municipal autonomy when regulating their territories. It seems that such associativity could imply difficulties of a practical nature when it comes to ordering the metropolitan territory. The metropolitan areas as an entity with legal identity, has a legal framework in the Colombian law, by having as main norm the organic law 1625 of 2013 and in the hierarchical order denoted in the law 388 of 1997, it seems to be in the beginning that they constitute a limiting factor to the autonomy that the municipalities gained with the implementation of the political charter of 1991.Ítem ¿Debería el municipio de Rionegro integrarse al Área Metropolitana del Valle de Aburrá? Implicaciones jurídicas y políticas(Universidad EAFIT, 2023) Acendra Vasco, Maria Camila; Parra Monsalve, Jordy Kevin; Ramos Villa, María EugeniaThe present prospective analysis was focused on analyzing the legal and political implications for Rionegro in case of an eventual adhesion of this municipality to the Metropolitan Area of the Aburrá Valley (AMVA), which as a territorial associative scheme seeks to promote and foster development strategies and solid regional processes from a governance perspective; The aforementioned Metropolitan Area includes the municipalities of Barbosa, Girardota, Copacabana, Bello, Itagüí, Sabaneta, Envigado, La Estrella, Caldas and Medellín as the core municipality. Within this approach, we focused on the advantages and disadvantages of this incorporation for Rionegro.Regarding the debates that have arisen in academic environments about some proposals related with associative schemes that can be created and help to promote the regions of Antioquia, a discussion was raised about the strategies for Rionegro and the municipalities of the Near East of Antioquia state or San Nicolás Valley zone, as it is also called, in order to find out the scheme that best suits them for their development, on the desk, we find the possibility to create a metropolitan area in the Near East, however, this has not happened due to multiple political and planning factors; In particular, this scheme has among its detractors, those people who consider that a metropolitan area in the East with Rionegro as the core municipality would favor Rionegro more than other smaller municipalities; likewise, the possibility of establishing a PAP – Province of Administration and Planning with Rionegro as one of the constituent municipalities has been raised, but this idea has not had much echo to date either, since Rionegro favors more the figure of a metropolitan area. Taking into account the above, the initiative on the adhesion of Rionegro to the already constituted Area of the Aburrá Valley is gaining strength, although at the moment this proposal has not yet formalized. The developed prospective analysis is of the utmost importance, for it provides academic reflections to the discussion in the face of situations that may eventually arise around the object of study, which exposes tools to recognize and eventually propose the use of opportunities and supra-municipal capacities between Rionegro and the municipalities that make up the AMVA; the foregoing, based on the analysis of the political and legal dimensions of this intergovernmental relationship. Hence, addressing the legal and political implications of this integration for Rionegro allows an approach with a future projection and helps to establish if this union benefits this municipality and improves its capacities in relation to those currently established; that is to say, if it is possible that this improves their social, economic, academic, environmental sphere, transport infrastructure and citizen security to name a few. In short, it is expected that this work constitutes a source of input that provides solution tools for political leaders who lead association processes and especially for decision makers who find in this scheme an opportunity for territorial regional development.Ítem Región Metropolitana : implicaciones ambientales desde su diseño organizacional e institucional(Universidad EAFIT, 2023) Zuluaga Bedoya, Ana María; Sánchez Barrera, Valery; Ramos Villa, María EugeniaThe Bogotá-Cundinamarca Metropolitan Region was created by the legislative act N.02 in 2020, as a cutting-edge frame of territorial associativity that allows the strengthening of intergovernmental relations among close municipalities through horizontal cooperation systems, aimed at the execution of programs that help communities in matters related with environment, mobility, utilities, public safety, food, and marketing. This investigation aims to determine the environmental implications as well as the institutional design that the Bogotá-Cundinamarca Metropolitan Region carries itself, as well as to categorize the most relevant elements that make it a public associative scheme, which in turn allows to make a comparative analysis with another related district; the Area Metropolitana del Valle de Aburrá AMVA—like a territorial sketch with the best developed as an environmental authority—. It is expected that the results of this investigation bring helpful results that allow the incorporation of those benefits found in the AMVA, which could solve future difficulties that the Metropolitan Region presents if it wants to be an Environmental Authority. The method and nature of the paradigm of this research is qualitative, carried out using semi-structured interviews, literature review and relevant legal regulations.Ítem System dynamics model for the municipal solid waste management system in the metropolitan area of Medellín, Colombia(Inderscience Publishers, 2016-11-11) Palacio, Sandra Liliana; Escalante, NicolásThis paper analyses the management of municipal solid waste in the metropolitan area of Medellín (Colombia). The composition and production of solid waste, the collection system, the informal and formal sectors in the region, the different flows of materials and its final disposal, are some topics that have been considered. A basic model for the SWM system in the city has been developed based on the system dynamics methodology. With the help of the Vensim PLE software, it has been possible to simulate different scenarios, such as the implementation of the formalisation process of the informal waste pickers that are present in the city. The generation of waste for the residential sector in Aburrá Valley is 49,115.2 ton/month, and only 12.5% of the solid waste produced is reintroduced into the production cycle. Part of this work is done by approximately 4,474 waste pickers, but only 10.63% of them are part of pre-cooperatives or cooperatives. The outcomes of the model for the geographical area allow to conclude that the inclusion of the informal sector in the municipal solid waste management system would imply huge benefits related to the social, economic and environmental aspects of the system.
