    The digital divide is a form of social exclusion by which a large part of the population cannot access opportunities that allow them to be competitive in the market, closing this gap could create 15 million jobs in Latin America and the Caribbean, which would boost economic growth for the region (IDB, 2021); however, the implications of this problem go beyond access to technology, they also imply its use and appropriation. Social innovation faces social problems, with a view to improving the quality of life of communities and contributing to closing gaps, promoting innovative solutions, creating shared value, and generating systemic social change in the beneficiary communities by modifying their structures and behaviors, appropriating the changes. In this sense, social innovation is an alternative that could achieve digital appropriation in vulnerable populations, contributing to the closing of the digital divide. This paper seeks to propose a framework for the generation of social innovation, promoting an understanding of digital appropriation and its contribution to closing this gap in the Latin American region, the framework is composed of some elements approached from the technocratic paradigm of social innovation and which are: Context of the social problem; Actors, Beneficiaries and some articulation processes: Partnerships and cooperation, Access to ICT, Knowledge management and digital literacy; Empowerment and Management of Social Projects under a digital government framework. Once this framework is structured, conclusions that could be part of future studies related to the research objectives are presented.

    Marco de trabajo para lograr la agilidad organizacional de las compañías mejorando su capacidad de respuesta para la innovación en entornos VUCA

    In an environment that changes faster and faster and in which the level of uncertainty is greater, companies are in a constant search for new ways of working that allow them to react more quickly to that environment, increase their level of innovation and thus increase its competitiveness. Organizational agility is emerging as the new organizational paradigm, however, the existence of several definitions for this concept indicates a significant disagreement in the understanding of it. Given this situation, this work aims to provide organizations with a framework to achieve organizational agility in a holistic way and favor said transformation in companies by improving their response capacity for innovation. The research is approached through a bibliographic review in which the different approaches, perspectives and theories of organizational agility are determined, of the increasingly volatile and uncertain environments, and how organizations can transform themselves to respond to these. The analysis and comprehension of this information gives a way to the proposal of a framework to achieve the organizational agility of companies by improving their response capacity for innovation in VUCA environments, which is composed of dimensions and key elements that they must be taken into account in said transformation and that they have relationships with each other to go from a traditional company to an agile company and achieve the expected results in terms of sustainability, innovation and business competitiveness.
