    This project's purpose is to design the guidelines for establishing a Project Management Office (PMO) at the Ministry of Information Technologies and Communications (MinTIC), taking into account that the development of projects at MinTIC plays an essential role of its work as a government’s entity. For this, it seeks to identify the knowledge, judgment and maturity level of the best practices in project management defined by the PMI's standards within the Ministry and proposing the project office model that best fits according to its structure and needs. As a result, the design of the PMO is obtained, which contains, among others, the definition of the vision, mission, structure, functions, processes and key performance indicators that will be the final elements that form part of the proposed design's scope.
