    Social innovation opens up as a possibility to find and catalize new forms of relationships between the actors of a territory aimed at improving the general living conditions of the population. For this case, the exercise presents and proposes the case of La Nueva Villa de Aburrá, in its Stage 1, a neighborhood of mixed typology, located in the city of Medellín, as a live laboratory to propose a model of actor relationships to promote their articulation for generate social innovation actions, to enhance the capabilities of the territory and improve their relationships that promote collective benefit.

    This article is the result of a process as the research was to understand the significant experiences in the implementation of the program practices of excellence in the Administrative Planning De-partment Office of Medellín during 2016-2019. The above, from the contributions with the ful-fillment of the functions of the dependence and the human and professional development of the practitioners. Methodologically, the investigative exercise was fundamentally in a qualitative ap-proach, through the hermeneutic method, with a design of mixed techniques that respond to the triangulation of information. According to the structure of the article, first of all, you will find a description of the fundamentals of the Practical Program of Excellence through human manage-ment. Secondly, analyzed the contributions of practitioners of excellence in the fulfillment of the functions of the Administrative Planning Department Office of Medellín. Third, the significant experiences of practitioners of excellence are categorized, in relation to human and professional development. To conclude, the formalization of the significant experiences of practitioners of excellence at the service of State institutions, academia and, society in general.
