    Análisis comparativo de los efectos por el cambio de criterios de selección para acceder al subsidio del programa Mi Casa Ya de la Política Pública Nacional de Vivienda 2015-2023

    Colombia, since 1991, has allocated a significant investment in housing financing through programs that support the acquisition of new housing. One of the programs that has stimulated housing acquisition and impacted the reduction of housing deficit is the "Mi Casa Ya" Program, which was implemented from 2015 during Juan Manuel Santos' government. With the inauguration of the new national government under Gustavo Petro Urrego from 2022 to 2026, changes were made in the selection processes. This study comparatively analyzes the turning point (April 2023) when the criteria for accessing the subsidy of the Program changed. The evidence suggests that the downward trend in the quantitative housing deficit shifted. This indicates that the modifications to the program's selection criteria are not aiding in resolving the significant gaps in the country's housing issue.

    Análisis de la rentabilidad social y ambiental del modelo Casa para Mí

    The thesis “Analysis of the Social and Environmental Profitability of the Casa para Mí Model” evaluates the viability and impact of the social business model promoted by Cementos Argos, integrating the Theory of Change, Life Cycle Assessment (LCA), and the Social Return on Investment (SROI) methodology. Through participatory workshops and technical analyses, the study identified significant positive impacts on the quality of life, household economy, and environmental sustainability of the beneficiary communities. Among the key findings, 87% of families reported improvements in their economic situation, including increased income, access to employment, and opportunities for technical training. In environmental terms, the model achieved a 50% reduction in CO₂ emissions, an 87% reduction in construction waste, and a 46% decrease in water consumption. The calculated SROI was 2.29, meaning that for every peso invested, $2.29 in social benefits are generated. The study concludes that the Casa para Mí model is efficient, replicable, and contributes significantly to the achievement of several Sustainable Development Goals (SDGs), particularly: Reduced inequalities (SDG 10), Sustainable cities and communities (SDG 11), Responsible consumption and production (SDG 12), Climate action (SDG 13), and Partnerships for the goals (SDG 17).

    This conflict has not been aliening to the realty of Columbia. Forced displacement has been a problem that has become normalized in the country. It implies that people migrate from the countryside to the city. Even if that occurs within the same city. This is the case of Medellin, given that thousands of families have arrived in the city from the countryside. Within its neighborhoods, forced intra-urban migration add to the violence that the city has experienced. This generates pressure at the local level. The territory does not have enough houses for all the people who inhabit the city. This generates a housing deficit and the formation of informal neighborhoods. It seeks to analyze the contribution made by law, primarily national and local regulations, public policies, and jurisprudence to solve this problem.
