The study examines 156 projects through a mixed methodological approach that combines document review, surveys, and in depth interviews. The findings reveal significant challenges in three main dimensions: organizational capacity, knowledge management, and benefits measurement. The analysis shows that 51.2% of projects present delays exceeding the acceptable 10% threshold, 67.47% of benefits lack initial metrics, and there is a significant gap between lessons learned documentation (80.6% participation) and their effective application (35.2%). The research identifies 57 specific improvement actions and proposes a structured method for their prioritization, considering both potential impact on key indicators and implementation feasibility. These actions address critical aspects such as capacity management, knowledge transfer, and optimization of documentation and monitoring processes. The results provide a reference framework for improving technology project management in educational institutions, emphasizing the importance of balancing methodological rigor with operational adaptability.
