Publicación Análisis de las medidas de política pública en pro del enfoque de género del Municipio de Itagüí a la luz de los lineamientos de la jurisprudencia constitucional(Universidad EAFIT, 2023) Cano Hoyos, Lina Marcela; García Jaramillo, Leonardo; García Jaramillo, LeonardoThe present research will start from a qualitative study with a hermeneutic analytical approach that seeks to understand and interpret the assumptions that make up the design of the municipal agreement regarding the gender approach formulated in the municipality of Itagui for the period 2015 – 2025. It examines whether said agreement, in its design and formulation, complies with the guidelines established by constitutional jurisprudence on the matter, emphasizing the importance of public policies as tools to promote well-being and social justice and, therefore, the need to address the gender violence and inequalities through effective public policies that achieve the materialization of constitutional guarantees. In this sense, the objective is to verify how the need to apply the gender perspective in public policies is derived from the principles and constitutional jurisprudence and to illustrate how these provisions are applied at the territorial level. Finally, it is concluded that constitutional jurisprudence does not establish specific parameters but does opt for the application of constitutional principles within the formulation of said policies, against which, the specific case shows a correct adaptation to said principles, however it is presented in a general way, which is why the importance of public policies on gender matters not being merely declarative, but rather translating into concrete actions that comprehensively address gender violence and gender inequalities, is highlighted. It analyzes the concept of gender apartheid as a system of structural discrimination and institutionalized violence against women and other gender identities, comparing it to the racial apartheid and gender persecution regimes, defined in the Rome Statute. Through an interdisciplinary approach that includes international jurisprudence, human rights conventions, critical gender perspectives, and case study analysis, it examines the legal elements necessary to classify it as a crime against humanity. Through the study of specific cases, it examines how gender issues have been addressed in these processes and the impact these decisions have had on the outcomes, both for the victims and for those disciplined. The analysis reveals that, although the gender approach is theoretically a fundamental component of institutional policies, its practical application has been insufficient due to various factors. Among these, the significant delays in resolving disciplinary processes, institutional inaction in response to initial reports of harassment or gender-based violence, and the lack of adequate and continuous support for victims stand out. Additionally, it is observed that the professionals responsible for these cases do not always receive proper training in gender issues, which limits their ability to address these situations with the necessary sensitivity. As proposals for improvement, strategies are suggested to significantly reduce process times, ensure prompt and effective responses to complaints, strengthen support for victims, implement continuous training in gender issues, and establish an observatory to evaluate the effectiveness of these policies. For this purpose, the theories of social economy and gender approach are presented, they help to determine the criteria that define a social enterprise and what it entails for these enterprises to effectively generate empowerment and economic autonomy through their actions. Interviews are conducted with four women entrepreneurs who are leading social enterprises in the country, in order to get to know them and their businesses closely, understand their profiles, the main characteristics of their projects, their perception of the elements that have allowed them to pursue social impact successfully, the barriers and challenges they have faced as women entrepreneurs, as well as the gender approach implemented in their enterprises and its effectiveness in generating empowerment and economic autonomy, as well as being a successful enterprise.Publicación Instituciones del derecho de familia y restitución de tierras : una mezcla difícil para el juez? For this, the analysis and description of the posters and flyers designed and used in the campaigns of the five elected councilors in Medellin in 2019 is carried out to determine whether they incorporate the gender approach. Analysis shows that, in one case, there is a commitment to building a political image that incorporates the gender approach, while the remaining cases, choose to repeat the hegemonic image of the political, associated with the masculine. The present work aims to analyze the contribution of these programs to the effective participation of rural women in the municipality of Remedios, identifying barriers and opportunities for their participation in decision-making scenarios. Through a qualitative methodology, which includes surveys and semi-structured interviews with rural women and critical actors, the research reveals that, although the PDETs have created formal spaces for participation, the influence of women in decision-making remains limited and, in many cases, is just symbolic. The study's contribution lies in analysing the dynamics of female involvement in post-conflict contexts, providing recommendations to strengthen the mechanisms that allow a true transformation in gender equity and the leadership of rural women.Publicación Mujeres sí, pero no así. Also, it identifies the way in which its planning and monitoring instruments operate, based on theoretical approaches to public policies on gender equality and the implementation of public policies, as well as the concepts of affirmative action and intergovernmental coordination. The question that guides the analysis is as follows: What are the challenges of the gender approach, in the implementation phase of the Final Agreement, associated with intersectoral and intergovernmental coordination and planning instruments?
