Ítem Marco de trabajo para la generación de innovación social en comunidades vulnerables en proceso de apropiación digital en América Latina(Universidad EAFIT, 2021) Cardona Figueroa, Tatiana María; Álvarez Mesa, CatalinaThe digital divide is a form of social exclusion by which a large part of the population cannot access opportunities that allow them to be competitive in the market, closing this gap could create 15 million jobs in Latin America and the Caribbean, which would boost economic growth for the region (IDB, 2021); however, the implications of this problem go beyond access to technology, they also imply its use and appropriation. Social innovation faces social problems, with a view to improving the quality of life of communities and contributing to closing gaps, promoting innovative solutions, creating shared value, and generating systemic social change in the beneficiary communities by modifying their structures and behaviors, appropriating the changes. In this sense, social innovation is an alternative that could achieve digital appropriation in vulnerable populations, contributing to the closing of the digital divide. This paper seeks to propose a framework for the generation of social innovation, promoting an understanding of digital appropriation and its contribution to closing this gap in the Latin American region, the framework is composed of some elements approached from the technocratic paradigm of social innovation and which are: Context of the social problem; Actors, Beneficiaries and some articulation processes: Partnerships and cooperation, Access to ICT, Knowledge management and digital literacy; Empowerment and Management of Social Projects under a digital government framework. Once this framework is structured, conclusions that could be part of future studies related to the research objectives are presented.
