Additionally, it inquires about Colombia’s states economic growth determinants in the same period. The results indicates that there was a convergence process in Colombia during the 80’s, but not in the 90’s. Documentary analysis, semi-structured interviews, and participatory workshops were utilized to design a conceptual framework aimed at better understanding regenerative practices applied globally in recent years. This framework is organized into four main categories: Philosophical and Cultural Principles; Collaboration and Action Processes; Systemic and Transformative Dynamics; and Governance and Leadership. These categories are grounded in the contributions of authors such as Gibbons, Müller, and Biederman, among others. ITA was chosen for its established trajectory in regenerative-focused projects, including the local pollinator group, the practice of minimum tillage, and the production of organic coffee. These initiatives demonstrate a significant commitment to regeneration, even though they are not always explicitly framed within a formal theoretical framework. Based on these practices, a checklist was developed that, in addition to being applicable to this institution, can be adapted to others, considering their specific characteristics and contexts. As a result, a participatory checklist was created to serve as a tool for evaluating the degree of regeneration in educational institutions. This tool was applied at ITA and made it possible to identify both strengths and opportunities for improvement in its regenerative practices. Global dynamics have set eyes on cities, countries and regions so that they offer benefits and incentives that are appealing to foreign companies to settle their operations and generate quality employment. In the same way, the places are currently working to exalt their benefits and thereby develop a region that facilitates the promotion of their cultural, economic, geographical, and technological identity. Eastern Antioquia seeks to be identified as a competitive and productive region that is apt to promote mechanisms for the entry of tourists and potential investors to stimulate local development, regional integrity, and economic reactivation. Regional investment promotion agencies have been created in Colombia and today have been considered a good global positioning tool that catapults the positive aspects of the country and its region. This project is part of the institutional commitment of the University of Caldas to reduce the gap in access to higher education between rural and urban areas of the country, in accordance with its regionalization policy and the guidelines established in the 2022-2026 National Development Plan (Urrego et al., 2023). To determine the comprehensive viability of the project, the MGA and ONUDI Methodologyies will be applied, which will allow for an exhaustive analysis of the technical, financial, social, and environmental aspects. The study will include a detailed characterization of the property, the identification of educational infrastructure requirements, the estimation of the potential student demand, the projection of associated costs, the evaluation of expected impacts, and the review of relevant legal requirements. The research is based on the need to provide solid and reliable information to support strategic decision-making by the actors involved. The results obtained will lay the foundations for promoting a profound and sustainable regional transformation by strengthening higher education in the region. It is expected that this pre-feasibility study will constitute a significant contribution to the field of educational project management and regional development, serving as a reference for future similar initiatives in the Colombian context.
