The above, from the contributions with the ful-fillment of the functions of the dependence and the human and professional development of the practitioners. Methodologically, the investigative exercise was fundamentally in a qualitative ap-proach, through the hermeneutic method, with a design of mixed techniques that respond to the triangulation of information. According to the structure of the article, first of all, you will find a description of the fundamentals of the Practical Program of Excellence through human manage-ment. Secondly, analyzed the contributions of practitioners of excellence in the fulfillment of the functions of the Administrative Planning Department Office of Medellín. Third, the significant experiences of practitioners of excellence are categorized, in relation to human and professional development.
