In Colombia, different public policies are created in order to control such consumption, however, the country has historically been a country of production and consumption of psychoactive substances; this is why there have also been attempts to apply strategies that help solve such problem, but there is no clarity about the level of efficiency of the strategies applied from the creation and implementation of public policies in order to manage the consumption of psychoactive substances in young people in the department of Córdoba. The SDO (2015) expresses that it is essential to direct attention to the internal consumption of psychoactive substances. Despite the different characteristics between municipalities, there are territories in which these policies were efficient and taking this into account we seek to analyze the implementation of public policies on the management of consumption of psychoactive substances in young people in Córdoba, applying a qualitative methodology of comparative case, so that the problem questions are answered.Ítem La cadena de valor de la industria de Cannabis en Colombia : análisis estratégico(Universidad EAFIT, 2021) Maldonado Castañeda, Jairo Alberto; Giraldo Hernández, Gina MaríaCannabis around the world has developed a legal market as a supplier of raw materials for the pharmaceutical industry with a market size of USD 12 billion in 2018 and it is expected that by 2025 it will reach a size of USD 166 billion, positioning itself as a disruptive industry, since technological and scientific advances have made it possible to exploit a large number of benefits of this plant, making it an interesting input for the cosmetics industry, medicines, personal care, food packaging, beverages, pet care, veterinary medicines, gardening , clothing, paper, and even luxury goods. Given this potential, Colombia has started the development of its Cannabis industry and due to certain comparative advantages such as lower production costs, a good productive infrastructure and availability of qualified and unqualified workers, the country is projected as one of the with greater potential for the production and transformation of these products. However, it presents challenges and threats that you must analyzing to not lose the window of opportunity that it presented. This paper proposes to analyze the value chain of the cannabis industry in Colombia, to characterize and analyze the different actors that make it up and identify challenges and opportunities from a strategic approach. For this, an analysis of the macroeconomic environment was carried out through the PESTLE analysis supported by the AHP (Analytic Hierarchy Process) and ANP (Analytic Network Process) techniques. Subsequently, the analysis of the industry was carried out under the model of the Porte´s five forces, where the structure of the industry and which force dominates it was determined. Subsequently, the strategic dimensions were identified and a strategic groups map was made, where it was determined which are present in the industry and theses was analyzed through the Value Chain Analysis (VCA) model developed by Porter. The implementation of the UNIDO methodology, consisted of a study of the agro-industrial sector of cultivated cannabis for medicinal purposes as an alternative to improve the quality of life of people with high-cost diseases, given the issuance of Decree 2467 of 2015 by the Colombian government and recently, Law 1787 of July 6, 2016, where the cultivation, production, and marketing of cannabis for medicinal and research purposes is approved. This study includes the profile and the context analysis about aspects: legal, market, technical, environmental, and organizational. Method: Qualitative study of descriptive scope, with a phenomenological approach and cross-sectional design in which information was gathered through semi-structured interviews with fine arts and music students in the city of Medellín who are LSD consumers. Results: The results of this research on the impact of LSD consumption on the creativity of fine arts and music students indicate that, although LSD is not necessarily consumed with the purpose of creating art, its occasional or sporadic use can enhance the creative experience by intensifying the senses and emotions, leading to greater fluidity, originality, and a sense of authenticity in the creative process. However, no correlation was found between LSD consumption and creativity, as the latter continues to respond to an especially subjective phenomenon. The influence of LSD on art is evident in the expansion of perception and the mind, which allows a deeper connection with the work and greater expressive freedom. Conclusions: By adopting an approach based on psychoanalysis, the importance of the unconscious in the formation of the subjectivity of the participants is recognized, influencing their ability to create art. This research reveals that the relationship between LSD and creativity is complex and multifaceted, and creativity is a phenomenon deeply rooted in the uniqueness of each artist, where LSD can be a tool, but not a unique or definitive factor in the creative process.Ítem Propuesta para la estructuración de un sistema de seguimiento para la producción de Cannabis a través de Blockchain(Universidad EAFIT, 2020) Ramírez Quintero, Paola; Polanía Cadena, Hernando Enrique; Giraldo Hernandez, Gina María; López Vega, Ricardo AndresThe growth potential for the Cannabis products industry worldwide is quite optimistic, and in the case of Colombia it is estimated that this type of industry will be one of the main engines for the economy in the upcoming years. This type of industry is highly regulated and demands from the producing companies in Colombia to offer information and traceability systems. Blockchain is one of the latest technologies that can offer the required information, at the required time, with the necessary reliability and transparency. The objective of this work is to propose a traceability system that supports the startup producers of Cannabis to achieve reach new market segments and be certified in international standards such as GACP certification, which can bring these companies more profitability and wealth generation for their owners and shareholders. We tackle this question using transaction level data on the purchases of opioids by all pharmacies across the US between 2006 and 2012, together with a difference-in-discontinuity research design across two pairs of states: Michigan and Indiana, and New Mexico and Texas. We show that, on average, the legalization of marijuana has lead to a reduction in the purchases of opioids. However, this negative effects is mainly driven by a reduction along the Michigan-Indiana border, while there has been an increase along the New Mexico-Texas border. This ambiguous effects, which mimics the contradictory evidence found in the literature, suggest the existence of important heterogeneous effects and the need for further investigating such differences.Ítem Variables clave de la producción y comercialización de cannabis en Colorado, Estados Unidos(Universidad EAFIT, 2017) Lozano Morales, María Camila; Podestá Correa, María Paola; Uribe de Correa, Beatriz AmparoThis Project summarises information concerning the legalization of cannabis in the United States, leading to the creation of the cannabis industry and market in Colorado -- This was the first state to have gone through this process, and about which reliable historical information is available -- An attempt was made to identify key factors in business models, which allowed this industry to achieve growth year in year out -- These factors were also key in shifting society towards more liberal policies, demonstrating the political, economical and fiscal benefits brought about by the legalization of cannabis in Colorado, by using the CANVAS business model -- Finally, the viability of implementation in Colombia of some or all of these factors was researched, taking into consideration the ecosystem of the country, with a view to furthering this emerging industry
