    Barreras estatales y de seguridad en el acceso a la justicia de los sujetos de reparación colectiva LGBTIQ+ :  el caso de la Mesa Diversa de la Comuna 8 de Medellín (2019-2024)

    The LGBTIQ+ Collective of Comuna 8 in Medellín, within the framework of the State’s Transitional Justice policies, is recognized as the first LGBTIQ+ Collective Reparation Subject of its kind in the world. However, this distinction is not sufficient to guarantee access to justice for its members. The coexistence of state and security barriers makes it impossible to fulfill the reparation measures established in the Collective Reparation Plan, limiting their impact in the territory due to the inefficiency of public policy instruments intended for their reparation. This research aims to define the existing obstacles in the execution pathway of the Comprehensive Collective Reparation Plan of the LGBTIQ+ Collective of Comuna 8 that prevent the implementation of the reparation measures. To shed light on the composition of these barriers, a qualitative approach is adopted, supported by Process Tracing as a research method for the inductive breakdown of the problem’s causes. The contribution of this study lies in identifying the causes of the barriers to access to justice, highlighting how they hinder the implementation of reparation actions for LGBTIQ+ collective reparation subjects, and providing recommendations to strengthen mechanisms that enable comprehensive reparation for LGBTIQ+ collectives who are victims of the armed conflict.
