This need to act swiftly to achieve the territorial peace referred to in the Peace Agreement has led to the implementation of measures such as 'Works for Taxes', which increases development and investment in high-impact projects in conflict-affected areas as a way for the taxpayers to pay its income tax obligations. Therefore, this project seeks to analyze the background and the legal framework around 'Works for Taxes' as an alternative to reduce the social gap and inequality in the country in order to recognize its advantages and the challenges it faces.Publicación Autoría y participación en delitos de omisión impropia : la masacre de El Salado(Universidad EAFIT, 2021) Mejía Ramírez, Valeria; Dávila, Luis FelipePublicación Breaking the Poverty Trap of Rural Homes. The project includes three lines of creation and reflection in which the user will have different levels of interaction and participation: the digital component, the academic component and the exhibition component.Publicación Cumplimiento de la obligación internacional de investigar, juzgar y sancionar en la Jurisdicción Especial para la Paz : estudio de caso 06 "victimización de miembros de la Unión Patriótica (UP) por parte de agentes del Estado"(Universidad EAFIT, 2021) Upegui Marín, María Fernanda; Toro Valencia, José AlbertoIn contexts of transition from war to negotiated peace, alternative transitional justice mechanisms in the fields of investigation, trial, punishment and reparations, such as the granting of benefits, case selection, amnesties and pardons, often collide with the State's obligation to investigate, prosecute and punish in accordance with International Human Rights Law. This paper examines the fulfillment of said international obligation, within the framework of the Special Jurisdiction for Peace, taking as a reference the Macro Case No. 06 “Victimización de miembros de la Unión Patriótica (UP) por parte de agentes del Estado”. That is, in order to identify whether the Colombian State is fulfilling its obligation to investigate, prosecute and punish, while ensuring that the rights to truth, justice, reparation and non-repetition of the victims of serious human rights violations are respected.Publicación Descifrando la relación entre inversión privada y cultivos de coca : caso del contexto colombiano entre 2001 y 2009(Universidad EAFIT, 2024) Botero Bolívar, Francisco Javier; Echeverri Valencia, María Fernanda; Chaparro Cardona, Juan CamiloThe question of economic growth is a fundamental one for every economy. Therefore, it is crucial to delve into the variables that can potentially impact private investment, a key driver of growth. Over the past decades, the armed conflict has posed a persistent challenge for Colombia, affecting its economic and social development as well as political stability. This thesis aims to shed light on the relationship between coca crops, as proxy of armed conflict, and private investment in Colombia, a topic of significant importance for the country's future. Through existing literature, armed conflict is characterized by the economic and social fields. In order to capture the effect of the conflict's economy, the relation between illicit coca crops and the presence of armed groups is described. The social aspect is reflected in homicide and kidnapping rates, both measured per 100,000 inhabitants. To better contextualize the outlook, an econometrical analysis of time series at a national level is realized between 2001 and 2022 of the number of hectares of coca detected and favorable investment environment (variable of the Encuesta de Opinión Industrial Conjunta [EOIC] made by Asociación Nacional de Empresarios [ANDI]). This exercise allows a more detailed analysis at the municipal level between 2001 and 2009, in which the impact of the percentage of area detected from illicit coca crops, as well as homicide and kidnapping rates per 100.000 inhabitants in the private gross domestic product (GDP), discounting the public expenditure. In these empirical exercises, there are indications of unidirectional causality from the favorable investment environment to the detected coca crop area. Similarly, econometric models mostly yield results consistent with the literature, as there is a negative impact of illicit crops and the kidnapping rate on private investment.Publicación Desplazados: más allá del riesgo económico(Universidad EAFIT, 2017) Vélez Ramírez, Manuela; Canavire Bacarreza, Gustavo Javier; Martínez Correa, JimmyPublicación Desplazamiento forzado en Colombia y capacidad local para atender al desplazado: caso municipio de Turbo – Antioquia, 2008 - 2017(Universidad EAFIT, 2017) González Badel, Alberto de Jesús; Peláez Arango, Juan Rafael; Peláez Arango, Juan RafaelEl conflicto armado interno en Colombia por más de 50 años, ha generado y se sigue presentando el desplazamiento forzado de personas desde las zonas rurales a las zonas urbanas instalándose con sus familias en ciudades cercanas a donde se presentan los hechos y otros logran instalarse en las ciudades capitales en busca de un espacio para poder rehacer su vida e instalarse en un nuevo hábitat, situación que lo obliga a solicitar ayuda al Estado y ser reconocido como desplazado para que le protejan sus derechos mínimos vitales para la subsistencia -- El Estado colombiano ante este fenómeno no cuenta con una capacidad institucional y con suficientes recursos económicos para protegerle los derechos a la población desplazadaPublicación Efectos de los ataques terroristas sobre la demanda no atendida no programada de energía : evidencia empírica de los efectos del cese al fuego y firma del acuerdo de paz(Universidad EAFIT, 2022) Santamaría Vásquez, Isabella; Ramos Mosquera, Zwei Armando; Bohórquez Correa, SantiagoThe present investigation analyzes the evolution of terrorist attacks against the electrical power towers in Colombia and its effect on households due to unattended demand during the second decade of the 21st century and its change due to the ceasefire and the signing of a peace agreement. Annual data between 1990 and 2020 are used to show descriptive evidence and monthly panel data between 2008 and 2020 to make econometric estimates. Significant evidence is found to affirm that after the signing of the peace agreement with the FARC, there is a lower unscheduled unattended demand, which contributes to a better quality of life for society.Publicación El agua como herramienta de paz : estrategias para la gestión sostenible del agua como resultado de las iniciativas e instrumentos priorizados en los municipios PDET. Caso de estudio : Núcleo Veredal El Tres, Distrito Portuario de Turbo, Departamento de Antioquia(Universidad EAFIT, 2022) Moreno Velasco, Viviana; Mampaso Cerrillos, Cristina; Gaviria Ríos, Carlos León; Mejía Rivera, OscarThis thesis seeks to identify and define strategic actions that help to turn water a important way to resolve conflicts and convert it into an indispensable tool for building peace in the region of Urabá Antioqueño. It is based on the premise that there can be no peace in any territory if the population does not have access to drinking water, if the aquifers are contaminated or if their use is limited by the territorial control of agents other than state institutions and the communities that inhabit them. And this is the reason why, after the signing of the Havana Peace Accords in 2016, water is highlighted as a structuring and articulating element of the projects identified by the communities to guarantee peace in the territory. But, what does it mean to live in peace? This work establishes a second premise: peace construction cannot be separated from territorial planning and management. Living in peace means guaranteeing living conditions that provide health and hospital resources, economic opportunities, food security and a physical environment free of threats. With this approach, the different instruments, plans and projects for which water is an essential element for the development of the region are considered, and emphasis is placed on the initiatives prioritized in Planes de Desarrollo con Enfoque Territorial (PDET), taking as a case study El Tres, Turbo - Antioquia. This document is composed of four chapters that build a knowledge route around water. The first chapter analyzes the role of water as a tool for the implementation of the Peace Agreements, in the framework of the creation of the PDETs. The second chapter delves into the geographical and historical characterization of the study area and details the different management and planning instruments in order to develop a methodological roadmap to address the multiplicity of actions and intentions that converge in the same territory. The third chapter is a synthesis of the different components that make up the network of strategies for water management, from the environmental, social and institutional perspectives. Finally, the fourth chapter examines six enabling projects of small and large scale framed in six strategic lines. This journey takes us to a new beginning where water becomes the enabling element of the different initiatives and projects prioritized by the communities within the framework of the Peace Agreements and the articulating element of the different instruments operating in the territory. The work seeks, among other things, to show that such an essential element as water is not only a resource, but the key to the development of those communities seeking to build a stable and lasting peace. Forced displacement has been a problem that has become normalized in the country. It implies that people migrate from the countryside to the city. Even if that occurs within the same city. This is the case of Medellin, given that thousands of families have arrived in the city from the countryside. Within its neighborhoods, forced intra-urban migration add to the violence that the city has experienced. This generates pressure at the local level. The territory does not have enough houses for all the people who inhabit the city. This generates a housing deficit and the formation of informal neighborhoods. It seeks to analyze the contribution made by law, primarily national and local regulations, public policies, and jurisprudence to solve this problem.
