Ítem El agua como herramienta de paz : estrategias para la gestión sostenible del agua como resultado de las iniciativas e instrumentos priorizados en los municipios PDET. Caso de estudio : Núcleo Veredal El Tres, Distrito Portuario de Turbo, Departamento de Antioquia(Universidad EAFIT, 2022) Moreno Velasco, Viviana; Mampaso Cerrillos, Cristina; Gaviria Ríos, Carlos León; Mejía Rivera, OscarThis thesis seeks to identify and define strategic actions that help to turn water a important way to resolve conflicts and convert it into an indispensable tool for building peace in the region of Urabá Antioqueño. It is based on the premise that there can be no peace in any territory if the population does not have access to drinking water, if the aquifers are contaminated or if their use is limited by the territorial control of agents other than state institutions and the communities that inhabit them. And this is the reason why, after the signing of the Havana Peace Accords in 2016, water is highlighted as a structuring and articulating element of the projects identified by the communities to guarantee peace in the territory. But, what does it mean to live in peace? This work establishes a second premise: peace construction cannot be separated from territorial planning and management. Living in peace means guaranteeing living conditions that provide health and hospital resources, economic opportunities, food security and a physical environment free of threats. With this approach, the different instruments, plans and projects for which water is an essential element for the development of the region are considered, and emphasis is placed on the initiatives prioritized in Planes de Desarrollo con Enfoque Territorial (PDET), taking as a case study El Tres, Turbo - Antioquia. This document is composed of four chapters that build a knowledge route around water. The first chapter analyzes the role of water as a tool for the implementation of the Peace Agreements, in the framework of the creation of the PDETs. The second chapter delves into the geographical and historical characterization of the study area and details the different management and planning instruments in order to develop a methodological roadmap to address the multiplicity of actions and intentions that converge in the same territory. The third chapter is a synthesis of the different components that make up the network of strategies for water management, from the environmental, social and institutional perspectives. Finally, the fourth chapter examines six enabling projects of small and large scale framed in six strategic lines. This journey takes us to a new beginning where water becomes the enabling element of the different initiatives and projects prioritized by the communities within the framework of the Peace Agreements and the articulating element of the different instruments operating in the territory. However, the case law of Inter-American Court of Human Rights, indicated that, although imprescriptibility clearly operates in criminal actions, it is also possible that this guarantee of imprescriptibility applies to other actions such as those aimed at suing the State. The most important is to safeguard the integral reparation right, regardless of the action that is initiated, when we are faced with human rights violations. Thus, taking into account the internal regulations, the pronouncements of the High Courts and the Colombian historical context, this work aims to determine, whether or not it operates in Colombia, the forfeiture of the petition for direct reparation for crimes against humanity, war crimes and genocide.Ítem La capacidad coercitiva del Estado central y la presencia violenta de actores armados no estatales(Universidad EAFIT, 2020) Herrera Jaramillo, Juan David; Mustafá Silva, Nayua; Fortou Reyes, José AntonioThis article addresses the effect of the central State’s coercive capacity in the presence of non-state armed actors in Antioquia. To do this, we selected and classified 89 municipalities into nine groups according to their coercive capacity, from lowest to highest, then we crossed them with the variable of violent presence of non-state armed actors from 2012 to 2017. The results coincide with the theoretical postulates of authors such as Tilly (1977), Hendrix (2015) and Sepp (2005), according to which the weakness of a State, in its repressive dimension, can become an opportunity for contenders to challenge its alleged monopoly of legitimate physical violence. And likewise, its strength becomes a deterrent. Written by Juan Gonzalo Betancur, journalist, coordinator of the journalism line of the academic program in Social Communication at Eafit and professor in the area of Creation. Starting from this seminal work, the project will develop lines of expansion in multiple formats and platforms that expand the narrative universe. In this way, users will be able to access stories, testimonies, reflections, objects and journalistic tools that allow them to learn about the recent history of the country and how journalism played a fundamental role in it.
