    Esquema asociativo territorial en la zona de Hidroituango y su viabilidad legal y política para la consolidación de la gestión supramunicipal

    From the general information on the Ituango Hydroelectric Project, Empresas Públicas de Medellín affirms that it is the largest power generation project in Colombia with a contribution of approximately 2,400 MW to the energy system and that it represents one of the most important milestones in Colombian engineering. However, this infrastructure brings with it a territorial management component because it includes municipalities in the north and west of Antioquia, such as: Ituango, Briceño, Toledo, San Andrés de Cuerquia, San José de la Montaña, Valdivia, Yarumal, Peque, Sabanalarga, Buriticá, Liborina, Olaya and Santa Fe de Antioquia. In this context, the territorial entities not only share a reservoir or additional works around Hidroituango, but also have social, economic, cultural and political dynamics, which is why they could consider the possibility of associating to promote regional development. That is why the Land Management Law establishes that "the State shall promote associative processes between territorial entities for the free and voluntary formation of strategic alliances that promote the autonomous and self-sustainable development of the communities" (Law 1454, 2011, art. 9). The specific case of this paper focuses on the analysis of the legal and political feasibility of a Planning and Management Region - RPG, an Association of Municipalities or an Administrative and Planning Province as forms of associativity for the municipalities in the area of influence of Hidroituango. Additionally, the positions of several people in the territories and public institutions are presented regarding the window of opportunity for decision makers to visualize which is the most viable EAT to create in this area.

    Hacia una política de desarrollo agropecuario y campesino en el Municipio de El Carmen de Viboral – Antioquia

    The document "Towards a policy of agricultural and peasant development in the Municipality of El Carmen de Viboral", presents the diagnosis and situational analysis of the agricultural sector of the municipality of El Carmen de Viboral, as well as the guidelines for municipal public policy for the sector. The analysis was based on primary and secondary sources and a methodological process of logical framework and participatory workshops to build the problem tree and the objective tree. Thecentral problem was defined as "socioeconomic backwardness of the agricultural sector, families, organizations and peasant producers in the Municipality of El Carmen de Viboral", of which five (5) major causes were highlighted: deterioration of productive conditions of the agricultural sector in the municipality, low access to credit, subsidies and support programs for agricultural production, accessto technological developments for the agricultural sector, deficiency in road infrastructure and equipment to support distribution and marketing and lack of social protection of peasant producers. In relation to the analysis of objectives, it was defined together with the communities that it is necessary to orient municipal policy towards the "social and economic equality of the agricultural sector, its producers, families and peasant organizations in the Municipality of El Carmen de Viboral." To advance in this direction, five (5) alternatives are proposed: efficiently implement the service of energy to bus, generate conditions that contribute to improving the productivity of the agricultural sector, facilitate access to technological developments for the agricultural sector, provision of equipment, infrastructures and services that allow improving distribution processes and marketing of agricultural products and finally, improving social protection services for farmers. At the end, the planning matrix is proposed with strategies and public policy actions for each guideline, as well as recommendations for strategic actors.

    La mejora en la calidad de vida de pequeños productores de cacao a través de la asociatividad empresarial : caso Cooperativa Central Cacao de Aroma - Provincia de Tocache

    This research deals with the analysis of the experience of the central cooperative Cacao de Aroma in the town of Tocache, department of San Martín, between 2014, when the cooperative was created and 2017. The purpose of analyzing this experience is to verify how associativity and human capital in this business model have been beneficial both for the members of the cooperative, meaning partners and workers, as well as for the surrounding community in general. The objectives of the research focus on: knowing the life timeline of the cooperative and its most important historical milestones, knowing the organization's management model, knowing the impacts that the cooperative's activities have produced in the community , and know the challenges and challenges of the organization as a look to the future. For this case study, we base ourselves theoretically on the concepts of local economic development, human development, sustainable development, competitiveness, associativity, social capital, institutionality, governance, and quality of life. The analysis of this case is methodologically based on the collection of information and data found in the cooperative's documents, as well as on the information that is published in the organization's documents and virtual media. This information is crossed with the information obtained in the field work where interviews and visits have been made to the same community and cooperative. Due to these qualitative methodology techniques, we can know in depth the appraisals about the experience and it also allows us to validate the questions that we pose as research objectives. As a result of all this study, we can affirm that the results are encouraging and it is confirmed that the experience has really been and has allowed to improve the quality of life of the producers of the cooperative, which in turn has offered a beneficial impact in a way. indirect to the Tocache community. However, also, as we will see at the end, there are some challenges and opportunities for improvement that have been identified and that will be necessary for the members of the organization to implement in order to continue achieving the positive results they have achieved so far.

    Región Metropolitana : implicaciones ambientales desde su diseño organizacional e institucional

    The Bogotá-Cundinamarca Metropolitan Region was created by the legislative act N.02 in 2020, as a cutting-edge frame of territorial associativity that allows the strengthening of intergovernmental relations among close municipalities through horizontal cooperation systems, aimed at the execution of programs that help communities in matters related with environment, mobility, utilities, public safety, food, and marketing. This investigation aims to determine the environmental implications as well as the institutional design that the Bogotá-Cundinamarca Metropolitan Region carries itself, as well as to categorize the most relevant elements that make it a public associative scheme, which in turn allows to make a comparative analysis with another related district; the Area Metropolitana del Valle de Aburrá AMVA—like a territorial sketch with the best developed as an environmental authority—. It is expected that the results of this investigation bring helpful results that allow the incorporation of those benefits found in the AMVA, which could solve future difficulties that the Metropolitan Region presents if it wants to be an Environmental Authority. The method and nature of the paradigm of this research is qualitative, carried out using semi-structured interviews, literature review and relevant legal regulations.
