In this document, the reader will be able to learn about the behavior of public investment in Incentives for Artistic Creation - ECA, in the established evaluation period, as well as the way in which the subregions of the department have participated in these competitive funds, and the artistic areas and modalities that register greater or lesser participation. Among the important results established by the evaluation carried out, the trust that both beneficiaries and non-beneficiaries have in this public policy instrument, and the contribution of the ECA`s as a tool to counter corruption stand out. Secondly, there is evidence of a breach in the allocation of the public investment items that must be executed by the Institute of Culture and Heritage of Antioquia - ICPA, according to Ordinance 012 of 2015, and the insufficiency in the administrative capacity and institutional architecture to execute adequately RCTs. This is the case of the portrait, whose imprecise definition complicates its conceptual and formal definition within the limits of the Western culture.
