RAMIREZ ARBOLEDAThere is a large administrative discretion recognized by the Colombian legal system to environmental protection agencies, allowing them to impose obligations to those granted with an environmental license. Through different legal mechanisms agencies can limit the licensees' capacity to defend their interests and to controvert administrative decisions imposing new obligations.
