Resumen
Province of Water, Forest and Tourism is a territorial entity that is made up of 12 of the 23 municipalities of Eastern Antioquia. The main objective of this article is to analyze the development model of the administrative province and the most effective means of implementing it so that said agreement is a success in the region.
A descriptive-qualitative approach is used: five public servants participated (one mayor and four councilmember), who are interviewed to identify the most effective mechanism to be implemented in the administrative province. Eight questions were asked through a semi-structured interview.
Among the research findings, the possibility of integrating various mechanisms is considered, taking as a reference the success case of the province of Cartama; It is necessary to bear in mind citizen participation, the creation of a regional planning council or provincial council, creation and acceleration of the common agenda, the execution of integral development projects, among other mechanisms that are detailed in the course of the text.

La Provincia del Agua, Bosque y Turismo es una entidad territorial que se conforma por 12 de los 23 municipios del Oriente Antioqueño, el objetivo de esta investigación consiste en analizar el modelo de desarrollo de la provincia administrativa y el medio más eficaz para implementarla de modo que dicho pacto firmado sea un éxito en la región.
La metodología utilizada es cualitativa de tipo descriptivo: participaron cinco servidores públicos pertenecientes a la región (una alcaldesa y cuatro concejales), a quienes se les entrevista para identificar cuál es el mecanismo más eficaz que se debe implementar en la provincia administrativa; se formularon ocho preguntas mediante una entrevista semiestructurada.
Dentro de los hallazgos de la investigación se plantea la posibilidad de integrar varios mecanismos, tomando como referencia el caso de éxito de la provincia de Cartama; es menester tener presente la participación ciudadana, la creación de un consejo regional de planeación o consejo provincial, creación y aceleración de la agenda común, la ejecución de proyectos de desarrollo integral, entre otros mecanismos que se detallan en el transcurso del texto.
