2022-12-161898http://hdl.handle.net/10784/32000Im sommer des jahres 1881 sprach der am spanischen und englischen Hofe beglaubigte Gesandte der südamerkanischen Republik Columbien und nachmalige Vizepräsident derselben, Herr Cárlos Holguin, beim schweizerischen Bundesrate in Bern vor und bat ihn im Namen der Regierung seines Landes einen jungen Schweizer zu bezeichnen, welcher an der Nationaluniversität in der Hauptstadt Bogotá den Lehrstuhl für Philosophie und Geschichte einnehmen sollte. Im bundesrate waren die Meinungen über annahme dieses auftrages geteilt ; einige mitglieder wollten die verantwortlichkeit für eine solche mission und für das dem träger derselben überbundene Risiko nicht auf sich nehmen, andere aber glaubten das durch einen fremden staat unserm Lande bewiesene Vertrauen, welches eine ehrenvolle Bevorzugung der Schweiz in sich schlob, in entgegenkommendem sinne erwidern zu sollen. Verfechter letzterer ansicht waren namentlich die Herren Bundesräte Dr. E. Welti and Bavier. Auf die empfehlungen des Hern Dr. Hibder, professor der Geschichte an der Berner Universität, und des damaligen rektors derselben, Hern Prof. Dr. Nippold, wurde ich der Bundesbehörde als zu jener Sendung geeignet vorgeschlagen ud sah damit einen Herzenswunsch, die weite Welt kennen zu lernen, unerwarteterweise der Erfüllung entgegengehen. Nach längern Unterhandlungen kan "unter den Auspizien des hohen schweizerischen Bundesrates" ein alle berechtigten interessen wahrender vertrag zu stande, welchen Herr Bundesrat Welti, dermit Rat, und That überall einsprang, eigenhändig entwarf.
