Esta compleja controversia está determinada por el concepto “Desarrollo”, dado que, según la forma como cada grupo de interés o actor lo concibe, señala el tipo de intervención que considera deseable. This complex controversy is determined by the concept of “development,” given that according to the way it is perceived by every actor or interest group a different type of intervention is desired in this area.
