dc.descriptionEl desarrollo de los proyectos públicos es de los principales motores de desarrollo de un país -- La construcción de infraestructura en todas las áreas, genera empleo y el desarrollo de otras cadenas de la economía, así como el mejoramiento de la calidad de vida de los habitantes -- El modelo tradicional de entrega de proyectos se caracteriza por generar situaciones de confrontación entre los participantes en cada una de las fases; esto afecta considerablemente los resultados generando sobrecostos y demoras, por lo que el tiempo de ejecución se incrementa irremediablemente al recurrir a comités de arbitramento y quedar la decisión final sobre el proyecto en manos de un juez -- Por lo anterior, se revisa la posibilidad de implementar el IPD para la ejecución de proyectos de infraestructura pública, pasando de un sistema tradicional, en el que se da la confrontación, a uno en el que se integren las personas, los sistemas y la tecnología a partir del principio de colaboración en el que se aprovecha la experiencia y puntos de vista de los participantes, se alinean los intereses de cada una de las partes con los intereses del proyecto en todas sus etapas y se vinculan en la fase temprana de diseño al constructor -- Esta propuesta recoge las inquietudes de los actores (funcionarios de entidades, constructores, entre otros) del modelo actual con el fin de establecer su percepción frente al funcionamiento del sistema actual, establecer las limitaciones jurídicas y culturales para su implementación y se hace una revisión de los diferentes procesos de selección del Estado para la contratación de obra pública -- A partir de la información recolectada, se propone la forma de implementar el IPD como método alternativo de entrega de proyectos de infraestructura públicaspa
dc.description.abstractThe development of public projects is one of the main drivers of development of a country -- The construction of infrastructure in all areas, generates employment and the development of other economic chains, as well as the improvement of the quality of life of the inhabitants -- The traditional model of project delivery is characterized by generating situations of confrontation between the participants in the project in each of the phases -- This affects the results significantly, generating overcharges and delays, so that the execution time increases irretrievably by resorting to arbitration committees and the final decision on the project ends up in the hands of a judge -- For the aforementioned, the possibility of implementing IPD (Integrated Project Delivery) for the execution of public infrastructure projects is necessary, going from a traditional system in which confrontation occurs to one in which people, the systems and the technology, based on the principle of collaboration taking advantage of the experience and points of view of the participants, aligning the interests of each of the parties with the interests of the project in all its stages and linking in the early phase of design to the builder -- This proposal takes into account the concerns of the actors of the current model (entity officials and builders, among others) in order to establish their perceptions regarding the functioning of the current system -- It establishes the legal and cultural limitations for its implementation and allows for a revision of the different processes of selection of the state for the contracting of public works.
