Violence and legitimacy: A comparative look at the displacement of the state figure in La Sierra and 19 de abril neighborhoods of the Aburrá Valley

Resumen
El conflicto armando urbano afectó significativamente la configuración de ciudad, así como la relación entre la sociedad y el Estado. El presente trabajo se evidenció que en los contextos conflictivos en los que se ven interpelados los territorios, la figura del aparato estatal se encuentra fuertemente desplazada por estructuras criminales o ilegales en sus funciones de control social y es la misma comunidad quien les otorga la legitimidad para llevar a cabo dichas funciones. El estudio se realizó a partir de una mirada comparada entre el barrio La Sierra, ubicado en la comuna 8 del municipio de Medellín, y el barrio 19 De abril, situado en la comuna 3 del municipio de Itagüí. Se efectuó un rastreo histórico de los barrios, la incursión de las dinámicas de violencia y los actores armados, y la construcción de iniciativas comunitarias para la paz y el rescate de prácticas barriales. The urban armed conflict significantly affected the configuration of the city, as well as the relationship between society and the State. This study showed that in the conflictive contexts in which the territories are challenged, the figure of the state apparatus is strongly displaced by criminal or illegal structures in their functions of social control, and it is the community itself that gives them the legitimacy to carry out these functions. The study was based on a comparative view of the La Sierra neighborhood, located in commune 8 of the municipality of Medellín, and the 19 De abril neighborhood, located in commune 3 of the municipality of Itagüí. A historical tracing of the neighborhoods, the incursion of the dynamics of violence and armed actors, and the construction of community initiatives for peace and the rescue of neighborhood practices were carried out. This was done through interviews, field trips in both territories and documentary review.
